COMMITTEE OF THE WHOLE MEETING

The Committee of the Whole Meeting of the City Council of Lincoln was called to order by Mayor Tracy Welch at 7:00 p.m., with proper notice given. City Clerk Peggy Bateman called roll.

Public Participation:

There was no one present for public participation. 

 

Alice Roate – Logan County Tourism 2023 3rd Quarter Report

Hotel/Motel Tax income is a little over 55,000.00 – down 13% from 2022.

Not much has changed under grants they’ve received

Advertising efforts continue

393 people stopped in with tourism related questions, 112 had Route 66 passports

The Mill had 113 visitors, 110 had Route 66 passports

The Route 66 Centennial will be discussed at this month’s board meeting.

Request to Permit: Lincoln’s Annual Christmas Parade Thursday, December 7, 2023

This item will be placed on the consent agenda. 

Lift Station Alarms

This upgrade will take care of the upgrade for alarms for the 10 lift stations.  The cost is 79,948.00 and is a budgeted item.

M&R Reconciliation for Fiscal Year 2022-2023

This is an annually budgeted maintenance & repair cost for $21,212.25

This item will be placed on the regular agenda.

PC 2023-04 Request for Special use Permit at 602 Woodlawn Rd        

The Planning Commission approved the Special Use Permit contingent on an agreement between the owner of the private alley and 602 Woodlawn. 

This item will be placed on the regular agenda.

PC 2023-05 Request for Special use Permit at 624 Woodlawn Rd

The Planning Commission approved this request.  The western half of the current car wash will be demolished and a drive thru liquor store will be built.

Announcements

  • Light the Night – Sunday Oct 29 @ 7pm at 204 Mclean St
  • Trick or Treat with the Mayor – this Saturday at Latham Park 10-2, rain or shine
  • Congratulations to the Lincoln Football team for qualifying for the playoffs
  • LWF will be open Wed – Sun 8 – 3:50. Leaf pickup begins Nov 8th.
  • 2 ribbons cuttings – Highbrow & Urgent Care

Executive Session | 2 (C) (1) Personnel:

There being no further announcements to come before the council, Alderman Downs made a motion to move into Executive Session, seconded by Alderwoman Parrott.  City Clerk Bateman called the roll.

The council recessed from the meeting at 7:15 pm in order to enter into Executive Session. Mayor Welch announced there would be no further city business conducted upon reconvening. 

 

Return from Executive Session:

The council reconvened from Executive Session at 10:01 pm in order to reconvene the Committee of the Whole meeting.  Roll call was taken.

There being no further discussion to come before the City Council of Lincoln, Alderwoman O’Donoghue motioned to adjourn, seconded by Alderman Parrott. All were in favor. Mayor Welch adjourned the meeting at 10:01 p.m.
