Council Minutes


Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, September 23, 2014. 


 


Those present were Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs.  Also present were Building and Safety Officer Mr. Lebegue, Street Department Superintendent Mr. Walters, EMC/American Water Mr. Ferguson, Fire Chief Miller, and Deputy Police Chief Adams.  Also present were Mayor Snyder, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  


 


Mayor Snyder called the meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll call.  There were eight Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) and none absent.


 


Mayor Snyder asked for a moment of silence for Dick Hurley, a former County Board member and a long time teacher in Lincoln.  Mayor Snyder led the Pledge of Allegiance.


 


Public Participation:


There was no Public Participation.


 


Petition from Pizza Hut:


This Petition will be placed on the Consent Agenda for Monday, October 6, 2014.


 


Annexation agreement with Heritage Packaging:


 Mayor Snyder said he would like to continue the options of discussion in a future meeting. 


 


Surplus property ordinance for rail cars attached to Depot:


Mayor Snyder said they are waiting on changes on the agreement.  An ordinance for surplus property for the rail cars is needed in order to dispose of the cars.  Mayor Snyder, Alderman Horn and Alderman Neitzel were present for a meeting of the Emden Village Board at Emden, Illinois and would like to get a caboose car to Emden.


 


This item will be placed on the agenda for Monday, October 6, 2014. 


 


Other discussion:


Alderman Neitzel was pleased with the work being done on Pulaski Street.  Mayor Snyder said the work should be completed by the end of September and start the work on Kickapoo Street in October. 


 


 


Alderman Anderson said she had a call from a concerned citizen about blocking 10th Street on Halloween.  There is a lot of traffic to see one particular house.  There was concern with blocking the street and the traffic issues. 


 


Alderman Hoinacki said the city does have a block application for block parties.


 


There was discussion about blocking the street on Union Street and Elm Street to block off at the ends and where parents would drop off their children. 


 


Fire Chief Miller said they received a grant from the Fire Marshall's office for protective clothing and will be able to get 14 sets with the grant money. 


 


Mayor Snyder said the elevator inspection is done at City Hall and it passed.  However, the City is required to have a telephone installed in the elevator. 


 


Mayor Snyder said an electric company called Constellation Energy, received a license from the City, but have been informed that they are misinforming the public. A communication was given to Constellation Energy, stating if they continue misinforming the community their license will be revoked.   


 


Fire Chief Miller said a permit was received about QiknEz removing the tanks from their property due to some tank issues.  A plan has not been reported to replace the tanks.  Everything has to be monitored to clean up the ground from one of the tanks that broke while in the removal process.  No word has been received on tanks being replaced. 


 


Mayor Snyder said the Street Department is completing some sidewalk work. A handicap ramp was built at Holy Family Church.   A handicap ramp will be built at the Junior High School for the loading and unloading of disabled children. 


 


Mayor Snyder said Thursday, September 25, 2014 will be Community Night from 5:00 to 7:00 p.m. at Ray White Park. 


 


Mayor Snyder said the IML conference attendees will give reports at the October 6, 2014 City Council meeting.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Tibbs seconded it.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs), zero nays and none absent; motion carried.


 


The City of Lincoln Committee of the Whole Meeting adjourned at 7:20 p.m.
