Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, October 6, 2014.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. 

 

City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs)  and one absent (Alderman O'Donohue). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, Deputy Building and Safety Officer Mrs. Ingram, American Water/EMC Manager Mr. Ferguson, and Deputy Police Chief Adams.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, and City Recording Secretary Mrs. Riggs.  

 

Mayor Snyder led The Pledge of Allegiance. 

 

Public Participation:

Sharon Simmons addressed the City Council about her building at 118 N. McLean Street.  The building next door, 116 N. McLean Street (owned by David Lanterman, who has only owned  since this past summer), has a leak that is running into her building, which is causing water damage in her building.  Ms. Simmons had a forensic engineer's report.  Mayor Snyder said it is basically a neighbor type of issue and Ms. Simmons should have a conversation with Mr. Lanterman. 

 

New Business/Communications:

Annexation Agreement with Heritage Packaging

 

Alderman Cooper moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman O'Donohue); motion carried.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the Special City Council Meeting September 2, 2014, Regular City Council Meeting September 2, 2014 and Committee of a Whole Meeting September 9, 2014

Approval of Petition from Pizza Hut to hold a road block at the intersection of Broadway and N. McLean Streets on October 10, 2014 for World Hunger Fundraiser from 9:00 a.m. to 6:00 p.m.

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman O'Donohue); motion carried.

 

 

 

Ordinances and Resolutions

 Ordinance #2014-821 authorizing the sale of excess personal property

(Surplus property for rail cars attached to Depot)

 

Alderman Anderson moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman O'Donohue); motion carried.

 

Bids:

There were no bids to come before the City Council. 

 

New Business/Communications:

Intergovernmental Agreement with the Illinois Department of Transportation for site preparation work at the Lincoln Depot

 

Mayor Snyder said this is for the City's protection in case the State of Illinois would change the scope of the station work the same way they unilaterally changed the scope of the road work.  The state only kept a few of the innocuous sentences that the City proposed.  The state deleted most of the forcible language. The agreement overall is the site preparation which includes the removal of the cars and restoring to the 1911 shape.  If the City agrees with the agreement then a bid package will go out.  The State will allow a total cost for the project of $250,000.00 to $300,000.00.  If the city does not agree to this contract it could be another month before it could start the process of going out for bids.  The site project has a large list of people who have to sign off which include the Historic Preservation.  His recommendation was to move forward.

 

Alderman Bauer moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman O'Donohue); motion carried.

 

Approval of petition from LCHS Football Boosters to decorate the grassy areas on Wyatt Avenue and to whitewash on Wyatt Avenue & Railer Way during the week of October 6, 2014 for homecoming

 

Alderman Tibbs moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman O'Donohue); motion carried.

 

Reports:

Reports from 2014 IML Annual Conference attendees

 

Alderman Neitzel attended meetings on technology trends for 2014; public transparency; round table for women in government; and Council member roundtable.  Alderman Horn attended Success, Criteria, and Professional local government; tornado lessons learned; roundtable for women; roundtable for Councils; and a ride to Mercy Hospital.  Alderman Hoinacki went to approximately 8 sessions; economic development; tools for municipalities; business development districts; funding the blight fight; grant writing;  and was approached by an Alderman from Jacksonville who was asking to have a combined meeting with Lincoln and Taylorville.  Alderman Cooper attended sessions for going to pot the future of cannabis in Illinois; collective bargaining; and TIF revitalizing the local economy.  Alderman Bauer felt the Alderman should be in meetings that were more related to the size of Lincoln, how to boost your leadership presence; women in government; and how to build support for ballot initiatives. 

 

Mayor Snyder said he attended business meetings; was a moderator for some meetings, success criteria, and professional local government; growing rural development; tornado lessons learned;  Brownfields session; and spoke with Chip Rodgers. 

 

Alderman Cooper and Alderman Hoinacki will follow up with the Aldermen from Jacksonville. 

 

Announcements:

Alderman Anderson thanked Mr. Landers and the Street Department for the work on the handicap ramp at the Junior High School.

 

National Park Service approval of Lincoln as a Certified Government

Mayor Snyder handed out a press release. 

 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it.   There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman O'Donohue); motion carried.

 

The City Council Meeting was adjourned at 8:03 p.m.
