The Special Voting Meeting with the City Council of Lincoln was called to order by Mayor Tracy Welch at 6:07p.m., with proper notice given.

Approval of Budget Resolution FY 2024-2025

There needs to possibly be one change to the line for Contractual Services – Legal.  Currently the budgeted increase is for 4% and Treasurer Conzo suggests changing that increase to 5%. 

Alderman Eimer made the motion to approve, Alderman Downs seconded.  Mayor Welch called for discussion.

There is an agenda item in the COW that will vote on this increase.  The contract showing the increases over the next three years (5%, 4% & 4%) was not provided to the budget committee in time for budget discussions.  Alderman Bateman feels that if the contract was requested and it was not received in time, then the increases should stay 4%, 4% & 4%.

Alderman Downs made the motion to amend the item to include the 1% increase, Alderman Eimer seconded.  Mayor Welch called for discussion, there being none, City Clerk Bateman called roll on the amendment.

Discussion:

Annual Budget FY 2024/2025

There are a couple changes…

1. The resurfacing line should have an additional $320,000 in that line. 

2. There is a new line created for the Lincoln Municipal Building.  This line will cover expenses such as   repairs and maintenance to the building and grounds. $7,500.00 has been budgeted for this line.

3. Sewer Fund: Revision from amount of $4,554,407 to $4,876,907.  There was additional revenue that will offset this increase. 

4. 3rd Friday: Increasing from $6,000 - $7,500

This will be placed on the Special Voting Meeting agenda on April 23rd.

General Fund balance is down from February

Police Pension did well and is up, Fire Pension did not do as well.

Municipal Sales Tax down about $30,000 from last year

Non Home Rule Sales tax fell a bit as well

Income Tax was up again

Motor Fuel Tax stays the same

Video Gaming down from February

B. City Clerk’s Report for March 2024

$393,152.56 was received in Sewer Payments.  $41,346.64 was received from both prisons

C. Department Head Reports for March 2024

Soren Aukamp – Eagle Scout Service Project

Soren has been an Eagle Scout with the Lincoln troop for 6 years.  For a project, he’d like to repaint the hot air balloon mural on the underpass on W. Kickapoo.  He’d need the support from the city to do so.  He’d need help to power wash the old paint off and a commercial primer.  He hopes to paint late July. He will bring back to the Council some estimates and an idea of what he plans to paint.

Proclamation – Arbor Day Celebration

This is a requirement for the city to maintain the status of a Tree City USA city. 

This item will be placed on the regular agenda. 

Resolution approving the Content of Certain Executive Session Meeting Minutes

This is performed once every 6 months per state statute to ensure that these meeting minutes stay confidential. 

This item will be placed on the regular agenda.

Grit Classifier Repair

One bearing and one seal have failed. Mr. Bowns is asking for approval to purchase two of each item to have backups in the future.  Cost is $6,095 plus shipping.

This item will be placed on the regular agenda. 

 

Methane and Hydrogen Sulfide Sensors and Meters

Two of the sensors have failed, the meter is in question according to the inspector. Repair estimate is $8,988.  He doesn’t expect it to cost the full amount but would like the full amount approved. 

This item will be placed on the regular agenda.

Park Maintenance Agreement between Lincoln Park District and City of Lincoln

Discussions have been had between the City and the Park District to reach this agreement. Names and addresses of parks will be added to the agreement.  Mr. Hoblit will draft a resolution to give the Mayor the authority to approve this agreement. 

This item will be placed on the regular agenda.

Discussion of Budget FY 2024-2025

The Council was given copies of the Budget draft last week.  Alderwoman McClellan and Alderman Sanders were on the committee this year.  The Committee met with each department head individually. 

Revenue projections may change.  Treasurer Conzo answered questions from the council. 

This will be published in the Courier on Thursday.  Required meetings will be scheduled regarding the budget. 

Mayor Welch moved on to other items on the agenda.
