November 24, 2009

 

Minutes of the City of Lincoln City Council Committees' Meeting held at the Lincoln Rural Fire

House on Tuesday, November 24, 2009.

 

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman

Busby, Alderman Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman Turner. Also

present were Police Chief Erlenbush, City Engineer Mr. Mathon, Street Superintendent Mr.

Jackson, and Fire Chief Hulett. Also present were City Clerk Mrs. Martinek, Mayor Snyder, and

Recording Secretary Mrs. Riggs.

 

Mayor Snyder called the meeting to order at 7:00 p.m.

 

There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman

Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman

Turner) and two absent (Alderman Neitzel and Alderman Wilmert).

 

Mayor Snyder thanked Rural Fire Department for hosting this evening. He thanked Alderman

Anderson and Alderman Bacon for setting up their meeting.

 

Alderman Bacon said she has lived in Ward 1 for 17 years and they have seen a lot of growth.

The recent ones were Hampton Inn, Insurance Auto Auction, Becks and Arby’s. She said CVS

built a new building, Quiznos, Logan County Paramedic Association, Wal-Mart Culvers, Castle

Manor which is under construction, and the racetrack at the fairgrounds but remembered when

the racetrack was behind Dairy Queen.

 

Alderman Anderson said wanted to thank the Rural Fire Department for opening their doors

to us. She thanked Fire Chief Chad Letterle. She said there were refreshments in the kitchen

for after the meeting and tours of the building as well. She said she and Alderman Bacon have

family members that are volunteers on Rural Fire District. She said they had a two gentlemen

running for the County Board which were Jim Griffin and her husband Andy Anderson.

 

Alderman Anderson said they weren’t sure about the hospital yet but Ward 1 was claiming it.

 

Jim Griffin said he understood that Aaron Schock had been in town and the city had received a

$25,000.00 grant. Alderman Tibbs said that it was for security at City Hall.

 

Mr. Griffin didn’t see why they needed security at City Hall. He said it was nice to have these

things but they have less and less money. He said he looks at the money.

 

Alderman Tibbs said Mr. Last and the sewer office are open and there is no way to know who

is coming in and out and there have been a number of things going on. She said that unless our

newspapers cover what happens the public has no knowledge what goes on.

Mr. Griffin said the railroad high speed rail and a round trip ticket to Chicago is $61.00. He said

it was a lot of money to subsidize and he just didn’t see the reason.

 

Mayor Snyder said he knew that Mr. Griffin was talking about the application that they are in

support of higher speed rail. If Chicago were to get a grant for the St. Louis to Chicago corridor

the average speed would be 110 and they would pick up around Joliet and Alton. They cannot

go a speed like that after about Alton. There is an application before the federal government

for high speed rail and there is also an alternative route which would be more like the Japanese

bullet train where they could go from Chicago to Champaign and get to St. Louis and that would

be a brand new track. The support they were giving was to make sure that Amtrak would stop in

Lincoln.

 

Alderman Busby said there is a subsidy for tickets and any time they repair lights and such for

crossings we are forced to pay and there are a lot of people that realize that.

 

The Mayor asked for the Committees' Issues to be Presented:

 

Finance, Policy and Procedure:

Chairman Alderman Anderson said that she had a committee meeting on Monday, December

7, 2009 at 6:15 p.m. but had to change that because the Auditors will be coming to speak to us

that night. They have to vote on that December 7 and they will be able to asked questions and

have them what they explain and then get it on the agenda. She moved policy and procedures to

December 15 at 6:00 p.m.

 

Alderman Anderson said they would find at their seat she had cleaned up the racetrack list and

had clarified a few things with Mr. Bates. She said they did not need to change them since they

are in the minutes. They can adjust if they need to be.

 

Alderman Anderson said she had a Resolution to change the appropriation for several line items.

She said this was through the end of October what the budget is and what the appropriation is.

She wanted them to look it over and they will have to do a Resolution to amend the appropriation

then they will have to do a supplemental appropriation for motor fuel tax. She said they would

talk about it at the next workshop.

 

Alderman Anderson asked to put on the agenda for December 7 meeting the Resolution for the

Tax Levy 2009 for the General Obligation Bonds. Mayor Snyder said the bond is for Goodys’

and Dollar Tree to pay for out of our sales tax.

 

Alderman Anderson asked what the equipment fund revenue was. Alderman Busby said the

fund name is misleading and it was an escrow fund and it should be taken out for replacement

of equipment. Alderman Anderson said they had been struggling to get equipment out of our

budget and they needed to take a look at.

Fire/Water & ESDA:

Chairman Alderman Horn said everybody got a sheet from the fire department.

 

Fire Chief Hulett said they had combined training with other departments and had a wellness and

health issues training regarding stress and back pain. It would be held on December 22 at 10:00

a.m.. It is no cost to the city and they should take advantage of it.

 

Fire Chief Hulett thanked Fire Chief Letterle for their assistance and they are very helpful to

provide help. The situation works well and it improves public safety.

 

Mayor Snyder read an email from three new businesses.

 

Grounds, Buildings and Local Improvements:

Chairman Alderman Tibbs said the Christmas parade is December 3 at 7:00 p.m. She said they

would be decorating the night before. They will line up at 6:30 p.m. at Wyatt and Kickapoo

Streets. She said they could all get on at the Hamilton Street garage. She said they needed to

know how many would be on the float.

 

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said they had a meeting today with Mayor Snyder, himself, Mr.

Kitzmiller, and Mr. Tackett along with three individuals from Ameren. They had no problem

with what they voted on last week. Ameren seems to think that Mid America should have to pay

but they are going to go back and talk to their higher ups. They don’t know if they are getting

anything from Ameren or not.

 

Police:

Chairman Alderman Hoinacki said he did not have a report.

 

Police Chief Erlenbush said a couple of weeks ago they had a bomb scare. The city detective

would be making an arrest.

 

Ordinance and Zoning:

Vice Chairman Alderman Hoinacki said they had a Resolution for IDOT. Mayor Snyder said it

was a Resolution for the Department of Transportation. Mrs. Martinek read the Resolution and

Alderman Hoinacki asked to have it on the consent agenda.

 

Police Chief Erlenbush said they were doing the click it or ticket.

 

Streets and Alleys:

Chairman Alderman Turner said he did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not have a report.

 

Insurance:

Chairman Alderman Bacon said they had not received any bids on the workers compensation.

 

Andy Anderson said on behalf of the Lincoln Rural Fire Department that the city going outside

the fire department has been the best it has ever been.

 

Mayor Snyder said they would need to put on the agenda for time off for the employees for

Christmas approval for closure of City offices all day on December 24 for Christmas Eve and

then the last half of the day on December 31st for New Year’s Eve. He said the paychecks for

the end of the year are also accelerated and they would issue on 12/23.

 

Alderman Anderson said the last years past the last workshop meeting is not held. Mayor

Snyder asked to have that on the agenda.

 

Alderman Busby said there was a gentlemen in their midst that was turning 50. There was cake

for Mayor Snyder. Everyone sang Happy Birthday to Mayor Snyder.

 

Alderman Busby made a motion to adjourn and Alderman Horn seconded it. There were eight

yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman

Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman Turner), zero nays, and two absent

(Alderman Neitzel and Alderman Wilmert); motion carried.

 

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:34 p.m.
