The Regular Meeting of the City Council of Lincoln was called to order by Mayor Welch at 7:03 pm, with proper notice given. City Clerk Peggy Bateman called roll.

Announcements:
- Races at Lincoln Speedway may move their season opener race from this Friday night to Sunday due to the If that happens, they will start an hour earlier so they will meet the requirement of being done early.
- Mayor Welch wished to remind the community that any signs you may have in your yard must not be placed in the city right of
- Ashley Metelko, the new Administrative Assistant, started Mayor Welch encourages the council and community to stop in her office and introduce yourself.
- New bills from GFL were being received in the mail There is a notation at the bottom stating that there may be a rate increase in the next billing cycle. Lincoln customers can disregard this notation, it was an error by GFL's software.

The council recessed from the meeting at 7:37pm in order to enter Executive Session. Mayor Welch announced there would be no further city business conducted upon reconvening.

The council reconvened from Executive Session at 8:09pm in order to reconvene the Committee of the Whole meeting. Roll call was taken.
