The Regular Meeting of the City Council of Lincoln was called to order by Mayor Welch at 6:02pm, with proper notice given. City Clerk Peggy Bateman called roll.

A.  Approval of Amendment to work order No. 3 from Crawford, Murphy & Tilly Engineering Services for resurfacing projects in an amount not to exceed $90,000.00.  

Alderwoman McClallen made the motion to approve, Alderman Bateman seconded.  Mayor Welch called for discussion, there being none, City Clerk Bateman called roll.

D.  Approval of Proposal for Audit Services from Estes, Bridewater & Ogden for the City of Lincoln for FY 2023/2024 in the amount of $26,500.00 and FY 2024/2025 in the amount of $27,200.00.

E.  Approval of Economic Development Grant to HBC, Hild Brother’s Construction & Remodeling LLC for structural repairs, tuck pointing, window and door in an amount not to exceed $7,500.00.

F.  Approval of Mayoral Proclamation #2024-489 declaring Heartland Bank and Trust’s Sangamon Branch officially open on April 9, 2024.

G.  Approval of Mayoral Proclamation #2024-490 declaring March 2, 2024 and each and every year henceforth as “Lady Railer Basketball Day” in the City of Lincoln.

H.  Approval of Intergovernmental Agreement between Logan County and the City of Lincoln for the 5th Street Road Project.

Announcements:

  • Adam Mackey (Lincoln Speedway) contacted Mayor Welch regarding the weather for their opening race this weekend. He asked if the council would consider them having the race on Sunday (and start earlier at 5pm) instead of Friday night. The Council was in agreement.
  • Ribbon cuts: Wild Petals & Heartland Bank Sangamon Branch
  • Parade of Champions is this Friday at 2:30pm. Final entry list will be finalized tomorrow.
  • Mural update: should be completed in late April or early May.
  • Congratulations to Becca Heitzeg on winning her indoor 800 meter and 1600-meter race
  • Final inspection of the elevator is Thursday. Next week’s agenda will notify council members where that meeting will take place.
  • The Landscape Waste Facility will be open Wednesday through Sunday beginning this Wednesday. Brush grinding is completed and are currently hauling out mulch. Mulch is available to the public.
  • Electronic Recycling will be the week of April 22 – 26. The City cleanup is tentatively scheduled for May 18th.

There being no further discussion to come before the City Council of Lincoln, Alderwoman O’Donoghue motioned to adjourn, seconded by Alderman Downs. Mayor Welch adjourned the meeting at 6:33 p.m.
