City Council Committee's Meeting

August 28, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, August 28, 2012.

Those present were Alderman Anderson, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were temporary City Engineer Mr. Forgy, Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, and EMC/American Water Manager Mr. Palmer. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were nine Aldermen present (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Armbrust).

Public Participation

Taylor Hoinacki was present for his citizenship in the nation merit badge for Boy Scouts and led the Pledge.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said everyone should find a short report with annual revenue and the budget follows that. City Treasurer Mr. Conzo this report has the same information but has fewer pages.

Fire/Water & ESDA:

Chairman Alderman Horn said the fire truck has rolled out and will be here soon.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she did not have a report.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said he did not have a report.

Alderman Neitzel said they have some sewer problems that they are working on and there have been some cave ins.  

Alderman Neitzel said the savings with the electricity with the 75% will increase the savings by 14%. That will not be the $44,000.00 but a little less.

Mayor Snyder talked about the development of electricity threshhold.

Police:

Chairman Alderman Hoinacki said Police Chief Greenslate wanted to give a report.

Police Chief Greenslate said Friday about 11:00 p.m. Officer Clements was responding to a disturbance call and and was traveling down Tremont Street towards Woodlawn and a car ran the stop sign at Water was t-boned on the passenger side front door. No serious injuries that they know of and Officer Clements is of work and is sore and stiff. No appraisal yet and it is one of the newer squad cars. The Logan County Sheriff's office assisted in this matter.

Alderman Hoinacki said Knights of Columbus for the tootsie roll drive September 16 & 17th on the consent agenda.

Alderman Hoinacki said they had a petition for LCHS for the Homecoming parade on September 21, 2012 on the Consent Agenda.

Police Chief Greenslate received notification for possible hurricane deployment for law enforcement.

Streets and Alleys:

Chairman Alderman Neitzel said she did not have anything.

Mr. Forgy said they had received some information from Illico about a highway authority agreement regarding a leaky tank at 725 Broadway. Mr. Blinn Bates has a conflict for reviewing. Mayor Snyder said they would have to find someone to do this because the one they have used in the past is no longer in town.  

Ordinance and Zoning:

Chairman Alderman O'Donohue asked Mr. Lebegue if they had anything.

Mr. Lebegue said they have a Planning Commission meeting on Thursday night. This is in regards to an expansion of the Beck Subdivision.

Mayor Snyder said there is an Ordinance for the Vacating of Bidwell Avenue. There is a public hearing before the meeting on September 4, 2012.

Sidewalks, Forestry and Lighting:

Vice Chairman Alderman Anderson said she had a petition for sidewalk at 424 Willamette by Gene Hassebrock to be done by and at the expense of the City and to have that on the Consent Agenda.

Sanitation/Technology:

Chairman Alderman Wilmert said he did not have a report for the Sanitation.

Alderman Wilmert said they have some discussion about parking trailers. Proposal to treat as two ordinances one being for private drive to relax restrictions.

John Myers, Attorney from Springfield was present to discuss the TIF district. The feasibility study is 28 pages. Public Hearings have to be held.

Attorney Myers said the City needed to pass an ordinance for the feasibility study. Attorney Myers said he would get that to them. This can be placed on the agenda for Tuesday, September 4, 2012. His phone number is 217-544-5003.

Mayor Snyder said they need to have the Ordinance for the engagement letter with Prairie Engineers of Illinois and Rabin & Myers, PC for preparation of the TIF District redevelopment plan.

Mr. Forgy said they also need the TIF district feasibility study on the agenda but also the engagement letter for the next phase.

Insurance:

Alderman Bacon said she did not have a report.

Alderman Bacon went over another option for the trailer parking and stated they were trying to make it less restrictive. Alderman Wilmert said they took into consideration information from City Attorney Mr. Blinn Bates. Mayor Snyder passed out two other options and they will only use one of the two options. Alderman Bacon felt the City needed to take care of the private parking first. Mr. Lebegue told of other instances that he had seen with other communities. It will be discussed at the next workshop and then the following Monday they will have an ordinance.

Discussion on enforcement of parking to obstruct. Mr. Blinn Bates said if they relax any of these ordinances the City is going to regret it.

Mr. Forgy said Prairie Engineers has reviewed jurisdiction of Ball Drive and found that the adjacent subdivision had not been added to the City. It was brought to the assessors office.

Mayor Snyder said that Mr. Horn (Lincoln Speedway) wanted an extension for September 7, 2012 and asked to add to the agenda to allow extension on race on September 7, 2012. Alderman Horn said she has not had any calls and would be in favor of the extensions. Mayor Snyder said to put it on the regular agenda.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:45 p.m.
