City Council Committee's Meeting

September 11, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, September 11, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs. Also present were City Engineer Mr. Forgy, Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, and EMC/American Water Manager Mr. Palmer. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs) and two absent (Alderman O’Donohue and Alderman Wilmert).

Mayor Snyder wished Alderman Anderson a Happy Birthday.

A moment of silence was taken in memory of 911. The Pledge was recited by all.

Public Participation

Mr. Will D'Andrea gave a presentation regarding the redistricting to 4 Wards. Alderman Neitzel asked to have the approval on the agenda for Monday, September 17, 2012.

Mr. David Lanterman gave an update on the Downtown Steering Committee. The steering committee recommended that the Council would endorse this and pay the agreed fee of $16,500.00. It was agreed to put on the agenda. Meeting will be held on September 18, 2012 at Integrity Data at 6:30 p.m.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Fire/Water & ESDA:

Chairman Alderman Horn said everyone has an update on the new fire truck. Got a bill for the repair to sirens $1,123.00 and they have been repaired.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said the signage put on the Consent agenda for the Harvest of Talents.

Alderman Tibbs said they had a letter with all the repairs to the fire station.

Alderman Tibbs said there was a petition from the people who live close to the Ray White Park about the use of the doggy bags.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said he did not have a report.

Mr. Palmer said everyone had received a letter regarding the Development of Electricity Threshold. It was asked to be on the Consent Agenda for the Mayor to sign.

Police:

Chairman Alderman Hoinacki said he had a request from Harvest of Talents for the 5K walk on Saturday, October 27, 2012 and asked to have it on the Consent Agenda.

Streets and Alleys:

Chairman Alderman Neitzel said she did not have anything.

Ordinance and Zoning:

Mayor Snyder said hopefully they would have the Ward lines ordinance ready.

Mayor Snyder said they have a Resolution for Texting and Driving and asked to have it on the Consent Agenda.

Alderman Bacon said Alderman Wilmert had emailed a copy of the proposed by she and Alderman Wilmert. They will discuss it at another meeting since Alderman Wilmert and Alderman O'Donohue were absent.   There was some discussion regarding the trailer parking situation. Mr. Richard Sinks spoke about the trailer parking issue.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had two sidewalk petitions:

            1621 E. Delavan Street by Louis and Nancy Farkas with work being done by and at the expense of the city.

            1625 Delavan Street by Ronald McIntosh with work being done by and at the expense of the city.

Alderman Armbrust asked to have these on the Consent Agenda.

Mr. Jackson spoke about the brush grinding at the landfill with R & R. If the City provides water and electricity R & R will grind for free on a 3 year basis.

Mr. Jackson said he was working to get the zoning corrected at the landfill since it is currently R1 with Mr. Lebegue.

Mr. Jackson said he has a person in town that can take care of the beaver.

Insurance:

Alderman Bacon said she did not have a report.

Mr. Palmer said he was waiting on a second contractor to come in and give him a quote for the street cuts.

Mayor Snyder gave the following Announcements:

            Saturday is Family Preparedness Day at Scully Park.

            Railsplitter Festival is this weekend.

            Route 66 Shootout at the Soccer Complex

            Pleasant Sage Play on Saturday at 5:00 p.m.

            Lincoln Art Institute has an auction at 3:00 p.m.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(2) collective bargaining and 5 ILCS 120/2(c)(11) litigation and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and two absent (Alderman O'Donohue and Alderman Wilmert); motion carried. The meeting adjourned to Executive Session at 8:12 p.m.

The meeting returned to regular Session at 8:38 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs) and two absent (Alderman O’Donohue and Alderman Wilmert). Department Head present was Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and two absent (Alderman O’Donohue and Alderman Wilmert); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:38 p.m.
