Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, September 4, 2012.
Mayor Snyder called the regular City Council Meeting to order at 7:01 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Anderson). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Palmer, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.
The Pledge of Allegiance was said by all.
Public Participation:
Joe Wieshaar was representing Stark Excavating and was here in regard to Lincoln Avenue reconstruction. Mr. Forgy said the project will be significantly different than what was originally bid and was his recommendation to not award the bids. City Attorney Mr. Blinn Bates said in his opinion they should not award if there are that many changes it should be rebid. Mr. Wieshaar disagreed and presented their statement.
Mayor Snyder read a letter from the Art of Wine Committee.

Alderman Horn moved to approve the Consent Agenda as read with the dates of the Knights of Columbus changed to September 28 and September 29, 2012 and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Anderson); motion carried.
Alderman Hoinacki said the Full Gospel Tabernacle had to postpone their event due to the weather and asked to reschedule to September 15, 2012 everything stays the same.

There were nine yeas (Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Anderson); motion carried.

Alderman O'Donohue made a motion to approve Ordinance #2012-752 Approve engagement letter with Rabin & Myers P.C. For preparation of TIF District Redevelopment Plan and Project and Alderman Hoinacki seconded it. Mayor Snyder said there was a task list included. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), one nay (Alderman Busby), one abstention (Alderman O’Donohue), and one absent (Alderman Anderson); motion carried. It was noted that it was proper to abstain, even if you make the motion.
