Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, September 17, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Bacon and Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Armbrust). Also present were Assistant Fire Chief Coffey, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Palmer, City Engineer Mr. Forgy, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

There was no Public Participation to come before the City Council.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Petition by Harvest of Talents to erect a sign on the corner on N. Kickapoo and Pekin Street for “Harvest Day” with the sign remaining in place until Monday, October 29, 2012

Petition by Harvest of Talents to hold a 5K run/walk on Saturday, October 27, 2012 pending proof of insurance

Authorize Mayor to sign agreement suspending a portion of EMC contract requirements regarding electricity for one year

Sidewalk Petition for 1621 Delavan Street by Louis & Nancy Farkas with work to be done by and at the expense of the City

Sidewalk Petition for 1625 E. Delavan Street by Ronald McIntosh with work to be done by and at the expense of the City

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried.

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance #2012-753 Redistricting the City of Lincoln

 

Alderman O'Donohue moved to accept the Committee Report for Ordinance #2012-753 Redistricting the City of Lincoln and Alderman Hoinacki seconded it. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried. Alderman O'Donohue moved to approve Ordinance #2012-753 Redistricting the City of Lincoln and Alderman Hoinacki seconded it. Mayor Snyder thanked Mr. D'Andrea for his assistance in this process and they had the maps and said they should be on the City's website once it is approved. City Treasurer Mr. Conzo also thanked Mr. D'Andrea. Alderman Anderson said there was an effort made to reduce the amount of change. Alderman Tibbs said the City is losing money because the decrease in population. Alderman Neitzel said they were deleting Ward 5 and combining with Ward 4. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried.

 

Bids:

There were no Bids to come before the City Council.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for August, 2012 and the report is also on file.

City Clerk's Report for July 2012 is on file.

Department Head Reports for July 2012 are on file.

 

New Business/Communications:

Approval of work order with Prairie Engineers to develop a preliminary plan for extending fiber optic broadband service throughout the downtown area and to set aside $16,500 from DCEO Development Fund Grant to pay the costs for this study

 

Alderman Anderson moved to approve of work order with Prairie Engineers to develop a preliminary plan for extending fiber optic broadband service throughout the downtown area and to set aside $16,500 from DCEO Development Fund Grant to pay the costs for this study and Alderman Horn seconded it. Mayor Snyder said they had talked about this at the workshop meeting.

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried.

 

Approve change order to existing contract with Hoerr Construction to add 383 feet of sewer lining on Clinton Street for $17,235.00

 

Alderman Neitzel moved to approve change order to existing contract with Hoerr Construction to add 383 feet of sewer lining on Clinton Street in the amount $17,235.00 and Alderman Bacon seconded it. Mayor Snyder said this came up after the workshop. Mr. Palmer said there are three telephone duct bags which are pressurized and afraid they will damage the telephone lines. Mr. Forgy said the pipes are no longer aligned and lining the sewer will make it stronger. Alderman Neitzel said this was saving the City money. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried.

 

To approve a change order existing contract with Hoerr Construction to increase sewer lining thickness and change from light cleaning to heavy cleaning for $11,544.00

 

Alderman Neitzel moved to approve a change order existing contract with Hoerr Construction to increase sewer lining thickness and change from light cleaning to heavy cleaning for $11,544.00 and Alderman Bacon seconded it. Mr. Forgy said the bid documents had a few clauses one is with lightly cleaning and the pipe had several roots inside which was found while televising. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried.

 

Announcements

 

Alderman Tibbs had a t-shirt from the first Annual Futbol Club tournament. Mayor Snyder said the Futbol Club was very appreciative for what the City had done. Alderman Neitzel said all the hotels were full.

 

Mayor Snyder said the public meeting for downtown Lincoln Revitalization will be tomorrow at 6:30 p.m. at 110 N. Kickapoo and there were four hearing meetings today and there will be 3 more tomorrow.   Prairie Engineers set up a facebook page.

Mayor Snyder said he passed out an information sheet for TIF districts.

 

Mayor Snyder said there will be a community night at Melrose Park on Thursday, September 27, 2012 and will be planting some tulips.

 

Mayor Snyder said Economic Development Partnership will be moving their golf outing to Friday, September 28, 2012.

 

Mayor Snyder said he received a letter from Integrys Energy about a required letter that was sent out.

 

Saturday, September 22, 2012 will be meeting at 9:00 a.m. which will be in Executive Session.

 

Homecoming is this weekend.

Alderman Busby moved to adjourn and Alderman Neitzel seconded it. There were nine yeas (Alderman Anderson, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Armbrust); motion carried.

 

The City Council Meeting was adjourned at 7:28 p.m.
