City Council Committee's Meeting

September 25, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, September 25, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Cori Wendell from the Safety and Building Office, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

A moment of silence was given for former City Treasurer Mr. Mikelson.

The Pledge was recited by all.

Public Participation

There was no public participation.

The Mayor asked for the Committees' Issues to be Presented:

Insurance:

Alderman Bacon said she did not have a report.

Sanitation:

Alderman Wilmert said there would be an email migration for the City of Lincoln this weekend and gave instructions for the process. Email will be changed from leap frog to a new service.

Police Chief Greenslate thanked Paul Adams for his help. They have obtained some tablets which are assisting them with getting information faster and do it at the time of the incident.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had two sidewalk petitions:

            821 Decatur Street by Michael Kubat Jr. work to be done by and at the expense of the City

            825 Decatur Street by Michael Kubat Sr. on behalf of Habitat for Humanity work to be done by and expense of the City.

Alderman Armbrust asked to have these on the Consent Agenda.

Mayor Snyder said he sent out a list of the work to be done.

Ordinance and Zoning:

Alderman O'Donohue said he had the following:

Ordinance Redistricting the Ward boundaries within the City of Lincoln on the agenda.

Ordinance Authorizing the Tax increment financing interested parties registry and adopting rules for the registry on the agenda.

Alderman Wilmert spoke about the trailer parking, wants to do it in pieces and do private party first, and was looking at being more lenient on the backyard.     There was discussion about the trailer ordinance. Alderman Wilmert will rewrite and bring it back. Mayor Snyder said once it goes up or down the Trailer Ordinance will be done and over with.

Streets and Alleys:

Chairman Alderman Neitzel said City Engineer Mr. Forgy had given her a work order for the engineering for Oglesby Avenue Bridge removal with a fee of $10,980.00 in addition to monthly fee. Mr. Forgy explained the reasoning as being it is at the top of the list and it was more conceptual and have engineering done to be ready to be let out in the spring. Alderman O'Donohue wanted to know why this was not included in the fees being paid. There was a discussion about engineering fees. Alderman Anderson said it is a danger at this point. Alderman Neitzel asked to have this on the agenda.

Mr. Jackson gave an update on the landfill, working with R & R and been working on a contract, if it is approved Monday, they will start moving in Tuesday or Wednesday. Alderman Neitzel asked to have it on the agenda.   Mayor Snyder said it would be a three year agreement.

Police:

Chairman Alderman Hoinacki said he had a request for additional signage at Ray White Park and Mr. Jackson will be getting more information.

Police Chief Greenslate said they had a budget issue under the clothing allowance with three new hires and $8,000.00 of the $10,000.00 is already gone.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said he did not have a report.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she did not have a report.  

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Alderman Tibbs reminded everyone about Melrose Park on Thursday night.

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and 5 ILCS 120/2(c)(11) litigation and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 7:54 p.m.

The meeting returned to regular Session at 8:39 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Wilmert). Department Head present were Police Chief Greenslate and Street Superintendent Mr. Jackson. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

It was asked to put on the agenda to hire Don Behle for Appellate Case.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:40 p.m.
