Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, October 1, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:01 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert) and three absent (Alderman Busby, Alderman Hoinacki and Alderman O’Donohue). Also present were Fire Chief Miller, Safety and Building Office Ms. Cori Wendell, American Water/EMC Manager Mr. Palmer, City Engineer Ms. Kramer, Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the September 17, 2012 Regular City Council Meeting

Sidewalk Petition for 821 Decatur Street by Michael Kubatt, Jr. with work to be done by and at the expense of the City

Sidewalk Petition for 825 Decatur Street by Habitat for Humanity with the work to be done by and at the expense of the City

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Busby, Alderman Hoinacki, and Alderman O’Donohue); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance #2012-754 Redistricting the Ward Boundaries within the City of Lincoln

 

Alderman Neitzel moved to accept the Committee Report for and Alderman Tibbs seconded it. Alderman Neitzel moved to approve Ordinance Ordinance #2012-754 Redistricting the Ward Boundaries within the City of Lincoln and waive the second reading and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Busby, Alderman Hoinacki, and Alderman O’Donohue); motion carried.

Ordinance #2012-755 Authorizing the establishment of a tax increment financing interested parties registries and adopting rules for the Registry

 

Alderman Anderson moved to accept committee report and Alderman Neitzel seconded it. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Busby, Alderman Hoinacki, and Alderman O’Donohue); motion carried.

 

Alderman Anderson moved to approve Ordinance #2012-755 Authorizing the establishment of a tax increment financing interested parties registries and adopting rules for the Registry and waive the second reading and Alderman Neitzel seconded it. New Business/Communications:

 

Approval of work order with Prairie Engineers to perform engineering design services for Oglesby Avenue Bridge Removal Project in the amount o $10,980.00

 

Alderman Neitzel moved to table and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Busby, Alderman Hoinacki, and Alderman O’Donohue); motion carried.

 

Authorize Mayor to sign three year landfill contract with R & R Grinding for grinding at the landfill

 

Alderman Armbrust moved to Authorize Mayor to sign three year landfill contract with R & R Grinding for grinding at the landfill and Alderman Neitzel seconded it. The concerns by City Attorney Mr. Blinn Bates were resolved. Mr. Jackson said they will be moving in on Wednesday and will sign the contract then. The property has to be zoned to I2 versus its current of R1.

Authorize Mayor to sign three year landfill contract with R & R Grinding for grinding at the landfill

 

City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Busby, Alderman Hoinacki, and Alderman O’Donohue); motion carried.

 

Engage the services of Don Behle to litigate code violation cases in Circuit Court and Appellate Court

 

Alderman moved to approve Engage the services of Don Behle to litigate code violation cases in Circuit Court and Appellate Court and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Busby, Alderman Hoinacki, and Alderman O’Donohue); motion carried.

 

Announcements

 

Alderman Wilmert discussed the email migration. A big thank you to Paul Adams.

  

Fire Chief Miller talked about the new fire truck.

 

Good weekend with Together for Lincoln.

 

Tuesday, October 2, 2012 Design Sheret at the Park District from 6:00 p.m. to 8:00 p.m.

 

Saturday, Woofstock fundraiser for the Humane Society 10:00 a.m. to 2:00 p.m.

 

Police Chief Geriets thanked Paul Adams, for destroying documents and the process that it took.

 

Mr. Conzo reminded everyone about the Circus on Saturday, for the Lincoln Tourism Bureau.

 

Fire Chief Miller said this is fire prevention month.

 

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Busby, Alderman Hoinacki, and Alderman O’Donohue); motion carried.

 

The City Council Meeting was adjourned at 7:20 p.m.
