City Council Committee's Meeting

October 9, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, October 9, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, EMC/Illinois American Water Manager Mr. Palmer, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

The Pledge was recited by all.

Public Participation

There was no public participation.

The Mayor asked for the Committees' Issues to be Presented:

Mr. Forgy had a presentation on City Engineering services about their proposal for these services. There was some discussion on this issue. Alderman Anderson said they could put this item on the agenda, the Engineering Program Management(day to day work).

Ordinance and Zoning:

Alderman Wilmert gave proposed information for an Ordinance on the trailer parking and asked to have it on the agenda. There was some discussion about the next step for on street parking.

Sanitation:

Alderman Wilmert discussed the email migration. Detective Adams went to houses to get the Aldermen and department heads and their email set up and moved over with a savings of around $1,000.00.

Finance, Policy and Procedure:

Chairman Alderman Anderson said she needed to put on the Consent Agenda for any elected official going to the Illinois Municipal League, if requested can have the advance prior to the meeting and then they can turn in their receipts.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Fire Chief Miller said the new fire truck is still in the shop at Washington, Illinois and is waiting on parts.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she met with representatives for the elevator and the elevator is in compliance right now. By 2015 there has to be a phone in the elevator which would be for an emergency. The cost will be $1,500.00 to $1,600.00 and will get it ready for our budget the next fiscal year.

Alderman Tibbs said she had a short meeting with Mayor Snyder today.

Mayor Snyder said the property from the hospital which is the parking lot. 324 8th Street and 328 8th Street. There are appraisals for the surplus real estate. Appraisals have to be open to the public. Resolution must be published in the newspaper. Sale 80% of appraised value. Possibly record covenants before a sale. The property is zoned R-1. It must have a Resolution for each property.

Alderman Tibbs told everyone that there are problems with hearing people on the tapes. Need to speak into the microphones.

Mayor Snyder had a handout with a picture of a sculpture they are looking to possibly put in the new area by Blue Dog Inn.  

Sewer Treatment Plant, Sewers and Drainage:

Vice Chairman Alderman Neitzel said to have Mr. Forgy discuss 103%. Mr. Forgy said the job was done and it should be paid to PH Broughton. The lining on Clinton Street will be done tomorrow and Union Street was done today.

Police:

Chairman Alderman Hoinacki said he had some requests:

            Stop light request for a stop light at the intersection at Clinton and Logan Street requested by AAA Window Siding and Roofing and asked to have it on the Consent agenda to deny.

            AAA Window Siding and Roofing was requesting a crosswalk

            Main Street Lincoln is requesting street closures for the Christmas Parade on November 29, 2012 at 5:30 p.m. on the Consent Agenda subject to proof of insurance

            Family Fun 5K run/walk on Saturday, October 20, 2012 on the Consent Agenda subject to proof insurance.

Streets and Alleys:

Chairman Alderman Neitzel said she did not have a report.

Mayor Snyder said he passed out a copy of infrastructure list for CEDS and the county has done one too.

Ordinance and Zoning:

Alderman O'Donohue said he did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had a sidewalk petition:

            211 Park Place by Dorothy Bushell with work to be done by and at the expense of the City to be on the Consent Agenda.

Alderman Armbrust said he wanted to reiterate they are not accepting any more sidewalk petitions.

Insurance:

Alderman Bacon said she did not have a report. The renewal of health insurance will not increase.

Ordinance and Zoning:

Mayor Snyder said they have an Ordinance dealing with impoundment of cars and would like to add to get the car out of impoundment for any delinquent parking fees to be paid. It was ok to put on the agenda.

Mr. Palmer said they had a major repair on Keokuk with repairing two sewers.

Union Street slip lining was done today.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue,   Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:24 p.m.
