Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, November 5, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:03 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert) and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue). Also present were Fire Chief Miller, Safety and Building Officer Mr. John Lebegue, American Water/EMC Manager Mr. Palmer, Street Superintendent Mr. Jackson, City Engineer Ms. Kramer, Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was led by Boy Scout Troop #102.

 

Public Participation:

There was no public participation.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the October 9, 2012 and October 23, 2012 Committee as a Whole, and October 15, 2012 Regular City Council Meeting

Approval of Amendment to Access Agreement between City of Lincoln and ComEd and Nicor Gas Company (“Utilities”) extending access to certain property through completion date of all project components of December 31, 2013, whichever is earlier

 

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Resolution #2012-263 authorizing the sale of excess real estate owned by the City of Lincoln at 324 Eighth Street

 

Alderman Hoinacki moved to approve Resolution #2012-263 and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. here were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

Resolution #2012-264 authorizing the sale of excess real estate owned by the City of Lincoln at 328 Eighth Street

 

Alderman Hoinacki moved to approve Resolution #2012-264 and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

 

Ordinance #2012-757 rezoning of the City landfill from R-2 to I-1 in the City of Lincoln

 

Alderman Hoinacki moved to adopt committee report Ordinance #2012-757 and Alderman Tibbs seconded it. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

 

Alderman Hoinacki moved to approve Ordinance #2012-757 rezoning of the City landfill from R-2 to I-1 in the City of Lincoln and waive the second reading and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

 

Bids:

There were no Bids to come before the City Council

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for the Annual Treasurer's Report and the report is also on file.

 

New Business/Communications:

 

Approval of work order with Prairie Engineers to perform engineering design services for Oglesby Avenue Bridge Removal Project in the amount of $10,980.00 (tabled 10/1/12)

 

Alderman Neitzel left it on the table.

Proposal to enter into Engineering Management Program Contract with Prairie Engineers

 

Alderman Neitzel moved to remove from the table and Alderman Bacon seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried. Alderman Neitzel moved to go into contract with Prairie Engineers through April 30, 2013 and Alderman Bacon seconded it. There was some discussion. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

 

Reports from IML attendees

 

The Alderman gave reports on the Illinois Municipal League meetings they attended last weekend. The following gave reports Alderman Neitzel, Alderman Hoinacki, Alderman Tibbs, Alderman Horn, City Clerk Mrs. Gehlbach, and Mayor Snyder.

 

Advice and Consent to Mayoral appointments

 

Alderman Neitzel moved to approve Mayor Snyder's appointment Ruth Sloot for Civil Service Commission and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

 

Announcements

 

Mayor Snyder reminded everyone to vote tomorrow.

 

Alderman Horn reminded everyone they were dedicating the new fire truck on Thursday at 5:30 p.m.

 

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki,Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and three absent (Alderman Anderson, Alderman Busby, and Alderman O’Donohue); motion carried.

 

The City Council Meeting was adjourned at 7:44 p.m.
