City Council Committee's Meeting
November 13, 2012
Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, November 13, 2012.
Those present were Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Assistant Street Superintendent Mr. Wright, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, EMC/Illinois American Water Manager Mr. Palmer, Fire Chief Miller, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.
Mayor Snyder called the meeting to order at 7:01 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Bacon and Alderman Horn).
The Pledge was recited by all.
Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(2) collective bargaining and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Horn); motion carried. The meeting adjourned to Executive Session at 7:02 p.m.
The meeting returned to regular Session at 7:46 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Bacon and Alderman Horn). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs. Also present were Assistant Street Superintendent Mr. Wright, City Engineer Mr. Forgy, EMC/Illinois American Water Manager Mr. Palmer, Fire Chief Miller, and Police Chief Greenslate.
Mayor Snyder said they will put on the agenda the Ratification of Streets & Alleys, Clerical and Fire Department.

There was no public participation.

The Mayor asked for the Committees' Issues to be Presented:
Streets and Alleys:
City Engineer Mr. Forgy went over the roadway pavement condition index that was handed out.
Mayor Snyder went over the Street Department Replacement study.
Chairman Alderman Neitzel asked Mr. Forgy to discuss the Oglesby Bridge issue.
Safety and Building Officer Mr. Lebegue returned at 8:28 p.m.
Mr. Forgy discussed the issue with Oglesby Bridge removal. The cost of the engineering is $10,980.00 which is is approximately 11.9% and is only a reference point.
Mr. Forgy informed everyone about a request for fiber optic cable that will be coming through Lincoln. A permit has been drafted to allow this work to be done. A $50,000.00 bond is required from the company performing the work.
It was agreed to put on the consent agenda permission for the Mayor to sign.
Ordinance and Zoning:
Chairman Alderman O'Donohue said he did not have a report.
Sidewalks, Forestry and Lighting:
Alderman Armbrust said Mayor Snyder had the only thing he had.
Sanitation:
Alderman Wilmert said he did not have a report.
Finance, Policy and Procedure:
Chairman Alderman Anderson said she did not have a report.
Fire/Water & ESDA:
Fire Chief Miller said had hose blown off with a structure fire and the winds.
Grounds, Buildings & Local Improvements:
Chairman Alderman Tibbs said nothing other than new windows.
Sewer Treatment Plant, Sewers and Drainage:
Chairman Alderman Busby said he did not have a report.
Police:
Chairman Alderman Hoinacki said Officer Reed is out East to assist with Hurricane Sandy.

Police Chief Greenslate said Officer Reed is staying at Fort Dixon and they are working 12 hours per day. They have pretty much completed the narrow banding.
Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Horn); motion carried.
The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:36 p.m.
