Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, November 19, 2012.
Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Busby). Also present were Fire Chief Miller, Assistant Street & Alley Superintendent Mr. Wright, City Engineer Mr. Forgy, EMC/American Water Manager Mr. Palmer, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.
The Pledge of Allegiance was said by all.
Public Participation:
Mr. Patrick Moos spoke to the City Council regarding the property next to his on Broadway and no action being taken on that property in court. Mayor Snyder said there had been a court case filed. Mr. Moos talked about the new law passed regarding the sewer bill. Mr. Moos said this problem has been going on for several years.
Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Approve minutes of the November 5, 2012 Regular City Council Meeting and Public Hearing Meeting
Authorize Mayor to sign agreement and permit for installation of fiber optic cable
Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.
Approval of any items removed from the Consent Agenda
There were no items removed from the Consent Agenda.

There were no Ordinances and Resolutions to come before the City Council.

City Treasurer Mr. Conzo gave an oral report for October, 2012 and the report is also on file.

Ratification of the International Association of Fire Fighters Local No. 3092 Contract
Alderman Horn moved to ratify the contract with Fire Fighters Local No. 3092 and Alderman Anderson seconded it. Mayor Snyder went over the changes in the contract. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

Alderman Neitzel moved to ratify the International Union of Operating Engineers, Local 399 Street and Alley Union and Alderman Bacon seconded it. Mayor Snyder went over the changes. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.

Alderman Neitzel moved to ratify the International Union of Operating Engineers, Local 399 Clerical Union and Alderman Bacon seconded it. Mayor Snyder went over those changes. Authorize Mayor to commit City to join legal effort of Metropolitan Mayors Caucus on ICC rule making on electric aggregation
Alderman O'Donohue moved to approve and Alderman Horn seconded it. Mayor Snyder said there was a fee of $350.00 to join and is a one time cost. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Busby); motion carried.
Announcements
Mayor Snyder mentioned about the mailings people are receiving from Nicor and other companies which is higher than those using the Integrys Energy.
Mayor Snyder said they had received a letter that Comcast is raising their prices again.
Mayor Snyder thanked the students of the National Honor Society who helped plant tulips on Saturday.
Police Chief Greenslate said that Chris Reed had returned from out east.
Police Chief Greenslate said the police department will be policing the handicap spaces during the Black Friday sales.
Police Chief Greenslate said to lock up your houses, sheds, garages etc.
Mayor Snyder wished everyone on a Happy Holiday.
Fire Chief Miller asked everyone to follow directions on frying turkeys.
