Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 3, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Busby and Alderman Hoinacki). Also present were Fire Chief Miller, Safety and Building Officer Mr. John Lebegue, American Water/EMC Manager Mr. Palmer, Street Superintendent Mr. Jackson, City Engineer, and Police Detective Adams. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Update from Main Street Lincoln by Seth Goodman and Bill Hoagland, Executive Director was introduced.

There was no public participation.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the November 13, 2012 Committee as a Whole, and November 19, 2012 Regular City Council Meeting

Approve cancellation of December 25, 2012 City Council Workshop Meeting

Resolution #2012-265 declaring December 2012 as Drunk and Drugged Driving Prevention Month

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki,); motion carried.

 

Approval of any items removed from the Consent Agenda

Alderman O'Donohue moved to approve the Committee Reports for Ordinances #2012-758, #2012-759 and #2012-760 and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

Ordinance #2012-259 amending Title 3, Chapter Sections 1 & 2 of the City Code to allow City of Lincoln to collect $25.00 annual licensing fee per video gambling terminal

 

Alderman O'Donohue moved to approve Ordinance #2012-279 amending Title 3, Chapter Sections 1 & 2 of the City Code to allow City of Lincoln to collect $25.00 annual licensing fee per video gambling terminal and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

Alderman O'Donohue moved to accept Ordinance #2012-760 abating the tax levy on $510,000.00 General Obligation Bond (Alternate Revenue Source), Series 2004 and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

New Business/Communications:

Approval of work order with Prairie Engineers to perform engineering design services for Oglesby Avenue Bridge Removal Project in the amount of $10,980.00 (tabled 10/1/12)

 

Alderman Neitzel left it on the table.

 

Accept report from Farnsworth Group regarding the replacement of Third Street City Garage

 

Alderman Neitzel moved to accept report from Farnsworth Group regarding the replacement of the Third Street garage and Alderman Bacon seconded it. There was some discussion. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

 

Announcements

 

Alderman Wilmert gave some information on technology issues on the server. Mayor Snyder thanked Alderman Wilmert and Detective Adams.

 

Mr. Forgy handed out a preliminary five year improvement plan for streets.

 

Mayor Snyder said on December 17 they will again be giving awards to a citizen in each Ward.

 

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(5) purchase or lease of real estate and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.  The meeting adjourned to Executive Session at 7:24 p.m.

The meeting returned to regular Session at 7:49 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried. Department Head present was City Engineer Mr. Forgy. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

Alderman Neitzel moved to adjourn and Alderman O'Donohue seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Busby and Alderman Hoinacki); motion carried.

The City Council Meeting was adjourned at 7:50 p.m.
