City Council Committee's Meeting

December 11, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, December 11, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, EMC/Illinois American Water Manager Mr. Palmer, Fire Chief Miller, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), one seat vacant and none absent.

A moment of silence in remembrance for Alderman Busby.

The Pledge was recited by all.

Public Participation

Eric Stillwell owns a cab company and would like to have a division in Lincoln. Mayor Snyder went over the process for getting a taxi service established in Lincoln.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said they have a proposal from the current Auditors. She wanted this on the Agenda to approve their service for the next four (4) years.

Alderman Anderson said the tax levy needs to be on the agenda for Monday, December 17, 2012 and a public hearing for that.

Mayor Snyder said he felt City Hall should be closed on December 24, 2012 and December 31, 2012. It will be put on the consent agenda.

Fire/Water & ESDA:

Alderman Horn said she did not have a report.

Fire Chief Miller said they had gotten a thank you this week. Lt. Johnson was off duty but assisted with the incident and then went back and cleaned up the blood.

Alderman Horn said Lincoln will finally be a part of the Peoria CEDS group.

Fire Chief Miller said they have received a grant and picked up the equipment and had never received the check and figured where it went and they should be getting the check.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said the windows are complete and had a few things that needed to be done and then the check will get cut.

Alderman Tibbs was very proud of Lt. Johnson and the incident was in her ward.

Alderman Tibbs said they had the governmental agreement for the complex. Mayor Snyder went over proposed changes that Police Chief Greenslate, City Attorney Mr. Bates and he had discussed. Mayor Snyder asked if they would like to put this on the agenda.

Alderman Tibbs said to put it on the agenda.

Police:

Chairman Alderman Hoinacki said he did not have a report.

Alderman Tibbs said they had a petition to put up a sign and Mayor Snyder said they would need to talk to IDOT to get things worked out.

Sewer Treatment Plant, Sewers and Drainage:

Vice Chairman Alderman Neitzel said she did not have a report.

Mayor Snyder said they were going to talk about sewer late fees. City Clerk Mrs. Gehlbach went over the figures. Alderman Anderson thought they needed to take another look at this and thought it was terrible to double or triple the cost in three months. Alderman Anderson said that they should be shut off sooner. Mayor Snyder thought they needed to come back with a proposal.

Mayor Snyder said they had an issue regarding the changes made for the EPA several years and Mr. Kitzmiller is working with the EPA.

Streets and Alleys:

Chairman Alderman Neitzel asked if everyone looked through the five (5) year plan. The streets will not be done if they don't have the money.

Mayor Snyder said they will be engaging John Meyers for the Illico matter.

Ordinance and Zoning:

Chairman Alderman O'Donohue said he did not have a report.

Mayor Snyder said there would be a Resolution memorializing Alderman Busby.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not have a report.

Sanitation:

Alderman Wilmert said everyone should have a print out for the trailer issue. He suggested to put on the agenda to have City Attorney Mr. Bates prepare an ordinance for item 1. Item 2 is not ready to bring forward.

Alderman Wilmert said the technology committee has been busy.

Insurance:

Chairman Alderman Bacon said she did not have a report.

Mayor Snyder said they need to approve the 2013 Holidays and meeting schedule for 2013.

Mayor Snyder said he wants to create a historic preservation commission for the advice and consent of the Council and put it on the agenda.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Anderson seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, one seat vacant and none absent; motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:26 p.m.
