Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, May 19, 2014.

 

 

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.  Deputy City Clerk Mrs. Fulk called the roll.  There were eight Aldermen present (Alderman Anderson (she arrived at 7:02 p.m.), Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, American Water/EMC Manager Mr. Ferguson, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, Deputy City Clerk Mrs. Fulk and Recording Secretary Mrs. Riggs.

 

 

 

Mayor Snyder led the Pledge of Allegiance.

 

 

 

Public Participation

 

 

 

Mayor Snyder swore in Ken Greenslate as Police Chief (he was confirmed at the last voting meeting).

 

 

 

New Business/Communications:

 

Advice and Consent to the appointment of Deputy Chief.

 

 

 

Police Chief Greenslate appointed Mike Geriets.  Alderman O’Donohue moved to approve and Alderman Horn seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

Approval of minutes of October 21, 2013, April 7, 2014 and May 19, 2014 Regular City Council Meetings and April 7, 2014 Public Hearing

 

Petition from Logan County Farm Bureau to close McLean Street from Pulaski Street to Post Office driveway for “Taste of Logan County Agriculture” on June 22, 2014 from 12:00 p.m. to 6:00 p.m.

 

 

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Public Participation

 

Mr. Bob Arneaud said he did not want to talk unless something came up.

 

 

 

Mr. Dale Ridgeway was not in favor of the pour license. 

 

 

 

Ms. Leslie Cooper was not in favor of the pour license.

Ordinance adding a new “pour” liquor license classification to the City Code

 

 

 

Alderman Horn moved to approve and Alderman O’Donohue seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There was one yea (Alderman Horn), seven nays (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), and none absent; motion failed.

 

 

 

Bids:

 

 

 

Approval of bid from Illinois Civil Contractors, Inc. for the Pulaski and Kickapoo Streets downtown streetscape work with a change order to adjust the project scope to fit within the approved budget

 

 

 

Mr. Patrick Doolin gave a brief presentation about Project Recommendation #1 Demolition of 215 S. Sangamon and Project Recommendation #2 Downtown Streetscape.

 

 

 

Alderman Neitzel moved to approve and Alderman Bauer seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Ordinances and Resolutions:

 

Ordinance adding a special use in the R-2 District within the City to allow display and sale of monuments under mortuary special use

 

 

 

Alderman Bauer moved to approve and Alderman O’Donohue seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were four yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, and Alderman O'Donohue), three nays (Alderman Horn, Alderman Neitzel, and Alderman Tibbs), one abstention (Alderman Anderson), and none absent; motion failed. 

 

 

 

Ordinance # 2014-808 clarifying special uses in R-1, C-1 and C-2 Districts

 

 

 

Alderman Neitzel moved to approve and Alderman Cooper seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Resolution # 2014-288 Authorizing the sale of City property to Union Pacific Railroad in the amount of $18,500.00

 

 

 

Alderman Bauer moved to approve and Alderman Anderson seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Resolution # 2014-289 Authorizing the sale of City property to Union Pacific Railroad in the amount of $1,500.00

 

 

 

Alderman Bauer moved to approve and Alderman Anderson seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Amendment to Appropriation Ordinance for FY 2013-2014

 

 

 

Alderman O’Donohue moved to remove from agenda and Alderman Neitzel seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Bids:

 

Approval of bids from Eugene Mehan as primary contractor and Complete Lawn Care as secondary contractor for 2014 for mowing of properties in violation of the City Code

 

 

 

Alderman Tibbs moved to approve and Alderman Horn seconded it. Deputy City Clerk Mrs. Fulk called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs), zero nays, two abstentions (Alderman Anderson and Alderman Neitzel) and none absent; motion carried.

 

 

 

Unfinished Business:

 

There was no Unfinished Business to come before the City Council.

 

 

 

Reports:

 

City Treasurer Mr. Conzo gave an oral report for April, 2014 and a copy is on file. 

 

City Treasurer Mr. Conzo gave an oral report for the Annual Pension Fund Report for FY 2013-2014 from Police and Fire Pensions.

 

City Clerk's Report for April, 2014 is on file. 

 

Department Heads reports are on file for March, 2014 (Police Department, Street Department, and Fire Department).

 

 

 

New Business/Communications:

 

Approval of one year contract with Edward Schoenbaum for position of Code Hearing Officer

 

 

 

Alderman Anderson moved to approve and Alderman Horn seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Approval of change order on heat scarification and microsurfacing contract

 

 

 

Alderman Neitzel moved to approve and Alderman Cooper seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Approval of contract with Logan County for Animal Control for the period from June 1, 2014 through May 31, 2014 through May 31, 2015 in the amount of $40,793.04

 

 

 

Alderman Tibbs moved to approve and Alderman Hoinacki seconded it.  Deputy City Clerk Mrs. Fulk called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (1) personnel and 5 ILCS 120/2(c) (11) personnel and Alderman Horn seconded it.  Deputy City Clerk Mrs. Fulk called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 8:24 p.m.

 

 

 

The meeting returned to regular Session at 8:34 p.m.  Deputy City Clerk Mrs. Fulk called the roll.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. Also present were Mayor Snyder, City Treasurer Mr. Conzo, Deputy City Clerk Mrs. Fulk and Recording Secretary Mrs. Riggs. 

 

 

 

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

The City Council Meeting was adjourned at 8:36 p.m.
