Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, May 27, 2014. 

 

Those present were Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue (he arrived at 7:09 p.m.), and Alderman Tibbs.  Also present were Street Superintendent Mr. Landers, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, and Police Chief Greenslate.  Also present were City Clerk Mrs. Gehlbach, Mayor Snyder, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

 

Mayor Snyder called the meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll call.  There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and one absent (Alderman Cooper).

 

Mayor Snyder led the Pledge of Allegiance. 

 

Public Participation:

There was no Public Participation. 

 

Petition for Scout Sweep on 6/7/14:

Mr. Mark Mathon and Jackson Mathon of Cub Scout Pack 111 were present for the petition for the Scout Sweep on 6/7/14.  This will be done rain or shine.  Alderman Tibbs asked to have this on the Consent Agenda on June 2, 2014.

 

Petition for street & alley closures for the First Presbyterian Church Pork BBQ dinner on 7/16/14:

Mayor Snyder said to place on the Consent Agenda for June 2, 2014.

 

Petition from Relay for Life to put purple ribbons up ahead of the event on July 25-26:

Alderman Tibbs asked to place this on the Consent Agenda for June 2, 2014.

 

Ordinance establishing a Deputy Building & Safety Officer:

Mayor Snyder said this would put the language for the Deputy Building and Safety Officer position in the Ordinance. This position will be the coordinator for the hearings along with other duties in the Building and Safety Office.  It was placed on the Agenda for June 2, 2014.

 

Ordinance & memo updating City building codes:

Mr. Lebegue said the BOCA does not keep up with today’s practice and has now been changed to International Building Code, the International Residential Code, the International Fire Code, the National Electrical Code, the International Mechanical Code, the International Property Maintenance Code, the International Fuel Gas Code, the International Energy Conservation Code, the International Swimming Pool and Spa Code and the Illinois Plumbing Code (collectively, “Model Codes”).  This will aid in premiums for people building new homes and what they can be built from.  The Lincoln Fire Department supports this Amendment.  Appendix F will be added to the code.  New construction will require sprinkler systems. 

 

Fire Chief Miller said the fire department concurred with updating the City Building Codes.  The Fire Inspectors have gone over the 2012 International Fire Code. 

 

Mr. Lebegue said they have purchased two (2) sets of hard copy code books and electronic code books and will get a link to the City website.

 

Mayor Snyder said they will place the Ordinance and memos on the city website so people can review it.  The City of Lincoln City Council will discuss this again at the workshop meeting on June 10, 2014.

 

Ordinance dealing with extraterritorial jurisdiction on zoning and codes:

Mr. Lebegue said this ordinance would undue what the City of Lincoln did many years ago for the City of Lincoln Planning Commission to review any new plans for subdivisions.  This would make the transition easier to come in from the County to the City. 

 

This will be placed on the Agenda for June 2, 2014. 

 

City funding agreement with Main Street Lincoln:

Mayor Snyder said this is for the funding agreement from May, 2014 through December, 2014 in the amount of $12,500.00.  Main Street Lincoln will turn over any office equipment and office records.  Mayor Snyder thanked Mr. Hoagland.

 

Alderman Tibbs requested this to be placed on the regular Agenda for June 2, 2014.

 

Update from Public Safety Building Committee:

Alderman Horn, Alderman Hoinacki, Mayor Snyder along with Fire Chief Miller and Police Chief Greenslate and representatives from each of the departments are the committee members.  Mayor Snyder said the next step is an RFQ (Request for Qualifications) to validate the space needs study and remodel versus constructing new.

 

Update re: Depot acquisition:

Mayor Snyder said the check for $600,000.00 had been sent off.  The title company and the seller will do the closing.  Mr. Carter will be having an auction on June 2, 2014 at 4:30 p.m.  The City of Lincoln should receive possession in the next few weeks.  Architects will come in and do pre-restoration planning. 

 

Other Discussion/Informational items:

Mayor Snyder said both Fire Chief Miller and Police Chief Greenslate had a busy weekend. 

 

Fire Chief Miller said the Fire Department responded to multiple garage fires in the 300 block of North Sherman Street and last night responded to a fire at Chopsticks Restaurant.  He wanted to remind everyone to be careful. 

 

Mayor Snyder thanked Fire Chief Miller and Police Chief Greenslate for taking the group of students and adults from Tri-Valley around town.

 

Mayor Snyder said he spoke with a couple of Principals from Maurer-Stutz.  Maurer Stutz is working on a communication plan for the road construction around town.

Council:                          Monday, June 2, 2014 – 7:00 p.m.                   

Committee of Whole:     Tuesday, June 10, 2014 – 7:00 p.m.

 

Alderman Neitzel made a motion to adjourn the meeting and Alderman Tibbs seconded it.  There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Cooper); motion carried.

 

The City of Lincoln Committee of the Whole Meeting adjourned at 7:55 p.m.
