Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, June 16, 2014.
Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, American Water/EMC Manager Mr. Ferguson, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.
Mayor Snyder led the Pledge of Allegiance.

Advise and consent to mayoral appointment of Deputy Building and Safety Officer
Safety and Building Officer Mr. Lebegue asked for approval of Cori Ingram as the Deputy Building and Safety Officer. Alderman Tibbs moved to approve the appointment of Cori Ingram as the Deputy Building and Safety Officer and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. Mayor Snyder swore in Mrs. Ingram.
Approval of a contract with Farnsworth to provide construction engineering services for the Pulaski Streetscape project
Mr. Gary Davis of Farnsworth Group was present at the meeting. Alderman Horn moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.
Ordinances and Resolutions:
Ordinance # 2014-811 Authorizing the issuance of, not to exceed, $2,500,000.00 of General Obligation Bonds (Alternate Revenue Source) of the City of Lincoln for the purpose of financing certain redevelopment projects in the City’s TIF District
Alderman Neitzel moved to approve and Alderman Horn seconded it. Alderman Anderson said she would be abstaining on any bond issue that comes before the City Council. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), one abstention (Alderman Anderson), zero nays, and none absent; motion carried.
Ordinance # 2014-812 Authorizing the issuance of General Obligation Refunding Bonds (Alternate Revenue Source), Series 2014, in an aggregate principal amount not to exceed $6,000,000.00 for the purpose of refunding the outstanding Illinois Environmental Protection Agency Loan of the City
Alderman Neitzel moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), one abstention (Alderman Anderson), zero nays, and none absent; motion carried.
Ordinance replacing Title 4 of the City Code regarding the City’s Building Code Regulations

Alderman Tibbs moved to reject the bid and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.
Approval to initiate the process to close the crossing at Pekin Street and the Union Pacific Rail Line in downtown Lincoln

Advise and consent to mayoral appointment to the Fire and Police Commission
Mayor Snyder asked for the Aldermen to approve Christopher Herzog as a member of the Fire and Police Commission. Alderman O’Donohue moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.
Authorize payment of final relocation expenses for Harold Carter from the Depot as calculated by the IDOT consultant handling the acquisition
Mayor Snyder said the payment amount is $47,265.04. Alderman Anderson moved to approve and Alderman Cooper seconded it. Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.
Announcements:
Alderman Horn thought the job the City did cleaning the parks for this weekend (garage sales) was very nice.
Alderman O’Donohue thought the City was very well represented at the Route 66 Banquet. The City of Lincoln gave away a come back to Lincoln basket that went over very well. The Tropics sign was a hit.
Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (1) personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 7:36 p.m.
The meeting returned to regular Session at 7:59 p.m.

The City Council Meeting was adjourned at 8:10 p.m.
