Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, October 20, 2014.

 

 

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Cooper). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.

 

 

 

Mayor Snyder had a moment of silence for Orville Lolling and Pete May.  Mayor Snyder led the Pledge of Allegiance.

 

 

 

Public Participation

 

Swearing in of Clay T. Johnson, City Administrator

 

 

 

Mayor Snyder swore in Clay T. Johnson as City Administrator.

 

 

 

Mr. Tracy Welch, President of Main Street Lincoln was present to discuss the last Trick or Treat with the Mayor.    Mr. Welch thanked Alderman Tibbs for going around to the local businesses.  This will be held at 10:00 a.m. on Saturday, October 25, 2014.

Payment of Bills

 

Approve minutes of the Committee of a Whole Meetings for October 15, 2013, August 26, 2014, September 23, 2014 and Regular City Council Meeting for October 6, 2014

 

Approve block party application from Don Sielaff to close 10th Street from N. Union Street to Chestnut Street on Friday, October 31, 2014 from 4:30 p.m. to 9:00 p.m.

 

Approve petition from Main Street to close various streets for the annual Christmas parade to be held on December 4, 2014 at 5:30 p.m.

 

Approval of appointment to fill one vacant laborer position in the Street and Alley Department

 

 

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

 

 

 

Ordinances and Resolutions:

 

There were no Ordinances or Resolutions to come before the City Council.

 

 

 

Bids:

 

There were no Bids to come before the City Council.

 

 

 

Reports:

 

City Treasurer Mr. Conzo gave an oral report for September, 2014 and a copy is on file. 

 

City Clerk's Report for September, 2014 is on file. 

 

Department Heads reports are on file for September, 2014 (Street Department, Lincoln Police Department, Sewer Treatment Plant and Fire Department).

 

 

 

New Business/Communications:

 

Agreement to approve EG Channel programming transfer to Lincoln College

 

 

 

Alderman Tibbs moved to approve and Alderman Anderson seconded it.  Alderman O'Donohue was against the approval of the agreement.  Alderman Tibbs withdrew the motion and Alderman Anderson withdrew her second.  Alderman Bauer moved to table and Alderman Hoinacki seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

 

 

 

Rejection of by-laws for and membership on the proposed Logan County Economic Development Partnership

 

 

 

Alderman Anderson moved to approve the rejection of by-laws and membership and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

 

 

 

Go out for bids on site preparation work at the Depot on or about Wednesday, October 29, 2014 with bids to be submitted on or about Wednesday, November 12, 2014

 

 

 

Alderman Neitzel moved to approve and Alderman Bauer seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

 

 

 

Announcements:

 

Police Chief Greenslate said Trick or Treat hours will be on Friday, October 31, 2014 from 5:00 p.m. to 8:00 p.m. A backup date for bad weather will be Saturday, November 1, 2014.

 

 

 

Alderman Neitzel read the hours for the landscape waste facility:  October 28, 2014 landscape waste facility will be open Tuesday through Sunday from 8:00 a.m. to 3:50 p.m. until November 23, 2014.  The landscape waste facility will return to their regular schedule beginning November 26, 2014.

 

 

 

Executive Session:  Purchase or lease of real estate

 

 

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(5) purchase or  lease of real estate and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

 

 

 

The meeting adjourned to Executive Session at 7:27 p.m. 

 

 

 

The meeting returned to regular Session at 7:50 p.m. 

 

 

 

There were seven present (Alderman Anderson, Alderman Bauer,  Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs. 

 

 

 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

 

 

 

The City Council Meeting was adjourned at 7:50 p.m.
