Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 1, 2014.

 

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. 

 

 

City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) and one absent (Alderman Hoinacki). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers,  Building and Safety Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and City Recording Secretary Mrs. Riggs.  

 

 

Mayor Snyder led The Pledge of Allegiance. 

 

 

Public Participation:

 

Update on Tourism Board by Alderman Tom O'Donohue

 

 

Mayor Snyder said an update would be given at later date.

 

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

 

Payment of Bills

 

Approve minutes of the Committee of a Whole Meetings June 10, 2014, June 24, 2014 and October 28, 2014 and Regular City Council Meetings November 3, 2014 and November 17, 2014

 

Approval of health insurance contracts with Health Alliance for calendar year 2015

 

Approval of non-health insurance contracts with Arthur J. Gallagher & Company for 2015

 

Approval of City Council meeting and holiday schedules

 

Approval of closing of City Hall on December 24, 2014 and at 12:00 p.m. on December 31, 2014

 

Advise and Consent to the appointment of David Sielaff to the Police Pension Board

 

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

Ordinances and Resolutions

 

Ordinance #2014- 822 annexing Heritage Packaging into the City of Lincoln

 

 

Alderman Tibbs moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

New Business/Communications:

 

Approval of reimbursement to Heritage Packaging for sewer improvements in the amount of $35,452.00

 

 

Alderman Neitzel moved to approve the reimbursement of $35,000.00 to Heritage Packaging and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

Bids:

 

Rejection of Lincoln Depot site preparation bid from Halverson Construction Company in the amount of $375,563.00

 

 

Alderman Anderson moved to approve the rejection of the bid and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

Reports:

 

There were no Reports to come before the City Council.

 

 

New Business/Communications:

 

Agreement to approve EG Channel programming transfer to Lincoln College (tabled 10/20/14)

 

 

This will remain on the table. 

 

 

Approval of Purchase of LED lighting for Pulaski and Kickapoo Streetscape projects in the amount of $80,172.00

 

 

Alderman O'Donohue moved to approve and Alderman Anderson seconded it.  City Administrator Mr. Johnson said the cost is now $78,928.00.  Alderman Neitzel amended the motion by Alderman Tom O'Donohue's motion to include waiving competitive bidding and Alderman Anderson seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

Approval of Purchase of decorative lighting for Pulaski and Kickapoo Streetscape projects in the amount of $63,998.00 (tabled 11/17/14)

 

 

Alderman O'Donohue moved to remove from the table and Alderman Cooper seconded it.   City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. Alderman O'Donohue moved to remove it from the agenda and Alderman Anderson seconded it.   City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

Announcements:

 

Mayor Snyder reminded everyone about the Christmas parade on Thursday evening at 5:30 p.m. 

 

 

Fire Chief Miller said the Fire Department will have vehicles in the parade and any of the Aldermen that would like to ride,  could do so.  Alderman Anderson said they could also walk. 

 

 

Mayor Snyder reminded the Aldermen that he needed the names of the nominees for citizen of the year award from each Ward.

 

 

The Wrestling club will hold their annual Lincoln Rumble this Sunday, December 7, 2014 starting at 9:00 a.m.

 

 

Sunday, December 7, 2013 is the Carroll Catholic Breakfast Bazaar from 7:30 a.m. to 12:00 p.m.

 

 

Alderman Bauer announced Phi Theta Kappa will hold Snacks with Santa at Lincoln College from 1:00 p.m. to 3:00 p.m.

 

 

Possible Executive Session;

 

 

There was no Executive Session.

 

 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it.   There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

The City Council Meeting was adjourned at 7:16 p.m.
