The Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 15, 2014.

Mayor Snyder called the regular City Council Meeting to order at 7:01 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) and one absent (Alderman Bauer).  Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Mayor Snyder led the Pledge of Allegiance.

Update from Lincoln Futbol Club

Mr. Tim Stuckey gave an update on the activities for this past year and future plans for the Lincoln Futbol Club. 

Presentation of audit FY 13/14 by Lori Milosevich from Estes, Bridgewater & Ogden

Ms. Lori Milosevich handed out a booklet with all the information from the annual audit for FY 13/14.

Approve minutes Committee of Whole Meeting of November 12, 2014 and the Regular City Council Meeting of December 1, 2014

Approval of CEO sponsorship in the amount of $1,000.00 annually for three years

Approval of 2014-2015 Snow and Ice Control Policy

Approval of pay requests #1, #2, and change order #2 and engineering services for the Pulaski Street project from Illinois Civil Contractors (ICCI) and Farnsworth group in the amount not to exceed $543,844.43

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried.

Ordinances and Resolutions:

Resolution # 2014-293 abating the tax levy for the year 2014 for debt service on the G. O. Bond (Alternate Revenue Source) in the amount of $2,285,000.00

Alderman Anderson moved to approve Resolution #2014-293 and Alderman O'Donohue seconded it.  City Clerk Mrs. Gehlbach called the roll call. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried.

Resolution # 2014-294 abating the tax levy for the year 2014 for debt service on the G. O. Bond (Alternate Revenue Source) in the amount of $5,285,000.00

Ordinance # 2014- 823 approving Tax Levy for Tax Year 2014

Alderman O'Donohue moved to approve Ordinance # 2014-823 and Alderman Anderson seconded it.  City Clerk Mrs. Gehlbach called the roll call. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried.

Ordinance # 2014-824 creating the position of Administrative Assistant to the Chief of Police

Alderman Tibbs moved to approve Ordinance # 2014-824 and Alderman Neitzel seconded it.  City Clerk Mrs. Gehlbach called the roll call. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried.

Bids:

There were no Bids to come before the City Council.

Reports:

City Treasurer Mr. Conzo gave an oral report for November, 2014 and a copy is on file. 

City Clerk's Report for November, 2014 is on file. 

Department Heads reports are on file for November 2014 (Police Department report for November, 2014 and Sewer Treatment Plant report for November, 2014)

New Business/Communications:

Agreement to approve EG Channel programming transfer to Lincoln College (tabled 10/20/14)

This will remain on the table.

Authorize the execution of the Access and Remediation agreement with ComEd and Nicor for Third Street Facility

Alderman Anderson moved to approve and Alderman Cooper seconded it.  City Clerk Mrs. Gehlbach called the roll call. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried.

Approval of pay request #7 from Stark Pay Request in an amount not to exceed $116,868.55 with release of funds to follow completion of waiver of liability agreement

Alderman Cooper moved to approve and Alderman Anderson seconded it.  City Clerk Mrs. Gehlbach called the roll call. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried.

Announcements:

City Administrator Mr. Johnson reminded everyone that the City of Lincoln has been receiving gifts by dogs and pets in the form of droppings in and around the City.  There are bags available around town to use for those droppings.   

Recognition of Alderman Tom O'Donohue

Mayor Snyder thanked Alderman O'Donohue for his time on the City Council work on the insurance issues the City had.  Alderman Neitzel said that she and Alderman O'Donohue did not always agree but were still friends when they would leave the meeting.  Alderman Tibbs said Ward 3 wished him the best.  Fire Chief Miller thanked Alderman O'Donohue for his assistance with the fire department.  Alderman Anderson said she appreciated that they always knew where Alderman O'Donohue stood on issues.  Alderman Horn thanked Alderman O'Donohue for all his education on several issues.  Mayor Snyder presented Alderman O'Donohue with a plaque and a shirt.  Alderman O'Donohue knew there were issues when he came on board. 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (5) purchase or lease of real estate and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried.    The meeting adjourned to Executive Session at 8:02 p.m. 

The meeting returned to regular Session at 8:14 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) and one absent (Alderman Bauer).  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs. 

Alderman Neitzel wished everyone a Merry Christmas and Happy New Year and hoped everyone would spend time with their family. 

Alderman O'Donohue moved to adjourn and Alderman Neitzel seconded it. There seven yeas (Alderman Anderson, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) zero nays, and one absent (Alderman Bauer); motion carried. 

The City Council Meeting was adjourned at 8:14 p.m.
