Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, January 5, 2015.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were five Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, and Alderman Neitzel), one absent (Alderman Tibbs) and 2 seats vacant. Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and City Recording Secretary Mrs. Riggs.  

Mayor Snyder led The Pledge of Allegiance.

Public Participation:

Swearing in of Todd Mourning, Alderman Ward 3

City Attorney Mr. Bates swore in Mr. Todd Mourning as Alderman Ward 3.

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the Committee of a Whole Meeting on November 25, 2014, Public Hearing on December 15, 2014 and Regular City Council Meeting on December 15, 2014

Alderman Horn moved to approve the Consent Agenda as read and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Ordinances and Resolutions

There were no Ordinances and Resolutions to come before the City Council.

Bids:

Lincoln Depot Site Preparation Bid

Alderman Neitzel moved to approve the bid by Spiritas Wrecking Company in the amount of $191,990.00 and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

There were no Reports to come before the City Council.

New Business/Communications:

Agreement to approve EG Channel programming transfer to Lincoln College (tabled 10/20/14)

This will remain on the table.

Approval of Contract with Farnsworth Group, LLC to perform services as City Engineer

Alderman Hoinacki moved to table and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Approval of appointment to fill one vacant laborer position in the Street and Alley Department

Alderman Bauer moved to approve the appointment to fill one vacant laborer position in the Street and Alley Department and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Approval of Contract to Purchase Real Property from Precision Products, LLC

Alderman Bauer moved to approve the contract to purchase real property from Precision Products, LLC in the amount of One Hundred Twenty-three Thousand Six Hundred Dollars ($123,600.00) and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Announcements:

Mayor Snyder read the highlights for the 2014 year for the City of Lincoln City Council: Three new Aldermen, new personnel, Historic Preservation Commission setting up the Downtown Historic District, acquired Lincoln Depot, the closure of Pekin Street, receiving a level 2 charging station from Eaton and a quick charge station through a grant from the State of Illinois, the Downtown Streetscape, Theater expansion, Economic Development improvements, Annexation of Heritage Packaging, the new City website, paper statements for Sewer bills, impound vehicles, update of the Building Codes, Snow and Ice control policy.

Mayor Snyder noted items to come during the 2015 year: 2015 strategic plan, new Street Department facility, Public Safety Complex (Fire and Police), and there will be updates and plans to carry out for the Sewer Department for their long range plans.

Alderman Mourning announced he was running for the four year term as Alderman Ward #3.

Possible Executive Session;

There was no Executive Session.

Alderman Neitzel moved to adjourn the meeting and Alderman Horn seconded it. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

The City Council Meeting was adjourned at 7:34 p.m.
