Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, January 20, 2015.

Mayor Snyder called the regular City Council Meeting to order at 7:05 p.m.

City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), one absent (Alderman Tibbs) and one seat vacant. Also present were Assistant Fire Chief Coffey, Building and Safety Officer Mr. Lebegue, Street & Alley Superintendent Mr. Landers, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and City Recording Secretary Mrs. Riggs.  

Mayor Snyder led The Pledge of Allegiance.

Public Participation:

There was no public participation to come before the City Council.

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the Regular City Council Meeting on June 2, 2014 and the Committee of the Whole meeting on December 9, 2014

Resolution #2015-295 declaring the week of January 25 – 31st, 2015 Catholic Schools week

Alderman Horn moved to approve the Consent Agenda as read and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Ordinances and Resolutions

There were no Ordinances and Resolutions to come before the City Council.

Bids:

There were no Bids to come before the City Council.

Reports:

City Treasurer Mr. Conzo gave an oral report for December, 2014 and a copy is on file.

City Clerk's Report for December, 2014 is on file.

Department Heads reports are on file for December 2014 (Fire Department report for December, 2014, Police Department report for December, 2014 and Sewer Treatment Plant report for December 2014/January 2015)

New Business/Communications:

Agreement to approve EG Channel programming transfer to Lincoln College (tabled 10/20/14)

Alderman Hoinacki moved to remove from the table and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Alderman Horn moved to approve the agreement as presented and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Approval of Contract with Farnsworth Group, LLC to perform services as City Engineer (tabled 01/05/15)

Alderman Neitzel moved to remove from the table and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Alderman Bauer moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Approval of Agreement with Farnsworth Group for engineering services for reconstruction of the Lincoln Public Library parking lot in an amount not to exceed $35,000.00

Alderman Hoinacki moved to approve not to exceed $35,500.00 and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Approval of Public Safety Building site agreement proposal from FGM Architects in an amount not to exceed $30,000.00

Alderman Cooper moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Approval of the Funding Agreement between the City of Lincoln and the Logan County Alliance

Alderman Bauer moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Advise and consent of mayoral appointments

Alderman Neitzel moved to approve the appointment for Administrative Assistant for the Police Department to Susan Pegram and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

Announcements:

City Administrator Mr. Johnson said they have received 333 responses to date on the survey for the City.

Possible Executive Session;

There was no Executive Session.

Alderman Neitzel moved to adjourn the meeting and Alderman Bauer seconded it. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel), zero nays, one absent (Alderman Tibbs), and one seat vacant; motion carried.

The City Council Meeting was adjourned at 7:44 p.m.
