Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 2, 2015.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Parrott) and two absent (Alderman Bauer and Alderman Tibbs). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, EMC/American Water Manager Mr. Ferguson, Building and Safety Officer Mr. Lebegue, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Mr. Johnson, and City Recording Secretary Mrs. Riggs.  

Mayor Snyder asked for a moment of silence in memory of Marilyn Weingarz. Mayor Snyder led The Pledge of Allegiance.

Public Participation:

Mayor Snyder read a thank you from the family of Lisa Fuller.

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the Committee of a Whole Meetings on February 10, 2015 and February 24, 2015, and the Regular City Council Meeting on February 17, 2015

Request to permit Lincoln Route 66 Garage Sale Days on June 12, 13, & 14

Request to permit the closing of Broadway Street from McLean to Kickapoo Street for LCHS Prom Grand March on May 2, 2015 from 4:30 p.m. until 8:30 p.m.

Alderman Horn moved to approve the Consent Agenda as read and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Parrott), zero nays, two absent (Alderman Bauer and Alderman Tibbs); motion carried.

Ordinances and Resolutions

Ordinance # 2015-828 authorizing the purchase of real estate at 311 Limit Street

Alderman Cooper moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Parrott), zero nays, two absent (Alderman Bauer and Alderman Tibbs); motion carried.

Bids:

There were no bids to come before the City Council.

Reports:

There were no Reports to come before the City Council.

New Business/Communications:

There were no New Business or Communications to come before the City Council.

Announcements:

City Administrator Mr. Johnson reminded everyone of the strategic planning to be held at the Normal Multimodal Center which is 11 Uptown Circle. The sessions will be held on Friday, March 6, 2015 from 5:30 p.m. to approximately 7:30 p.m. – 8:00 p.m. and Saturday, March 7, 2015 from 8:30 a.m. to 3:00 p.m.

Executive Session;

2(c)2 – Collective bargaining matters

2(c) 11 – Litigation

Alderman Horn moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(2) collective bargaining and 5 ILCS 120/2(c)(11) litigation and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Parrott), zero nays, two absent (Alderman Bauer and Alderman Tibbs); motion carried.

The meeting adjourned to Executive Session at 7:06 p.m.

The meeting returned to regular Session at 8:20 p.m.

There were six Aldermen present (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Parrott) and two absent (Alderman Bauer and Alderman Tibbs). Also present were Mayor Snyder, City Treasurer, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Alderman Neitzel moved to adjourn the meeting and Alderman Parrot seconded it. There were six ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Parrott), zero nays, and two absent (Alderman Bauer and Alderman Tibbs); motion carried.

The City Council Meeting was adjourned at 8:22 p.m.
