Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, March 16, 2015.

City Clerk Mrs. Gehlbach called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs. Also present were Fire Chief Miller, Building and Safety Officer Mr. Lebegue, Street & Alley Superintendent Mr. Landers, EMC/American Water Manager Mr. and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Mr. Johnson, and City Recording Secretary Mrs. Riggs.  

Boy Scout Troop #4111 led The Pledge of Allegiance.

City Clerk Mrs. Gehlbach read a letter of resignation from Mayor Keith Snyder.

Public Participation:

Mr. Shawn Taylor spoke in favor of the Ordinance regulating liquor and video gaming parlors.

City Administrator Mr. Johnson told the City Council that prior to Mayor Snyder’s resignation, Mr. Johnson was designated as signatory in order that bills, contracts, and other necessary documents could be signed.

City Administrator Mr. Johnson told the City Council they would need to elect a temporary Chairman to facilitate the meetings and act as presiding officer. A Temporary Chairman could be in place until a determination could be made for an Acting Mayor. A Mayor Pro Tempore would also need to be voted on, in case the Acting Mayor was not available to act.

Alderman Mourning moved to approve Alderman Marty Neitzel as Temporary Chairman and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Temporary Chairman Neitzel called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the Committee of the Whole Meetings January 27, 2015 and the Regular City Council Meeting on March 2, 2015

Request from Logan County Alliance for the closing of various streets from June 4, 2015 at 4:00 p.m. through Sunday, June 7, 2015 at 6:00 p.m. for the Lincoln Pigs and Swigs Festival and from July 17, 2015 at 12:00 p.m. through July 19, 2015 at 7:00 p.m. for the Arts in the Park Festival

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Ordinances and Resolutions

Ordinance #2015-829 amending City Code, Section 3-7-5 regulating liquor and video gaming parlors

Alderman Bauer moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Ordinance #2015-830 vacating a portion of Seventh Street right of way

Alderman Bauer moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Bids:

There were no Bids to come before the City Council.

Reports:

City Treasurer Mr. Conzo gave an oral report for February, 2015 and a copy is on file.

City Clerk's Report for February, 2015 is on file.

Department Heads reports are on file for February, 2015 (Street Department report for February/March, Fire Department report for February, 2015, Police Department report for February, 2015, Sewer Treatment Plant report for February, 2015 and Building and Safety Report for February 2015)

New Business/Communications:

Amendment to the membership of the TIF Review Committee

Alderman Mourning moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Approval of the 2015 schedule for the Lincoln Speedway

Alderman Tibbs moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

                                  

Announcements:

Alderman Bauer thanked former Mayor Snyder for the opportunity given to her as an Alderman.

Alderman Mourning thanked Boy Scout Troop #4111 for coming to the meeting.

Possible Executive Session;

Alderman Horn moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(3) Appointment or Removal of Public Officers and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

The meeting adjourned to Executive Session at 7:34 p.m.

The meeting returned to regular Session at 8:45 p.m.

The City Council Meeting was adjourned at 8:48 p.m.
