Council Minutes

Minutes of an Adjourned City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, April 28, 2015.

Temporary Chairman Neitzel called the regular City Council Meeting to order at 7:07 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and one absent (Alderman Bauer). Also present were Fire Chief Miller, Building and Safety Officer Mr. Lebegue, Street & Alley Superintendent Mr. Landers, and Deputy Police Chief Adams. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and City Recording Secretary Mrs. Riggs.  

Temporary Chairman Neitzel asked for a moment of silence in memory of Les Last, former Building and Safety Officer. Temporary Chairman Neitzel led the Pledge of Allegiance.

Public Participation:

Ms. Julie Parker, Animal Control Warden stated that she would like the City’s permission to use City workers to assist with moving gravel at the Shelter. Alderman Tibbs thought they should work together to get this project finished. City Administrator Mr. Johnson said this was an admiral cause and was worried about other places wanting to use the city workers to complete other tasks. Alderman Hoinacki was in favor of helping the Animal Shelter. Alderman Cooper agreed with City Administrator Mr. Johnson and was not in favor of it based on the budget. Ms. Parker said they would be looking for volunteers. Temporary Chairman Neitzel said the City would discuss it more and would get back with the Animal Control. Street Superintendent Mr. Landers said the Street Department did not have any machinery that would go through the 51 inch gate.

Ms. Julie Parker thanked the Police officers for helping them with a dog issue that they had recently.

Ordinances and Resolutions

Resolution #2015-301to amend budget FY 2014-2015 (tabled 4/20/15)

Alderman Cooper moved to take off the table and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried. Alderman Hoinacki moved to approve and Alderman Cooper seconded it. Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

Resolution #2015-302 for budget FY 2015-2016(tabled 4/20/15)

Alderman Mourning moved to take off the table and Alderman Hoinacki seconded it. Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried. Alderman Hoinacki moved to approve and Alderman Mourning seconded it.

City Administrator Mr. Johnson had a presentation regarding the budget which a copy was given to all Aldermen.

Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

New Business/Communications:

Approval of branding proposal for DCC Marketing in the amount of $17,225.00 (tabled 4/6/15)

Temporary Chairman Neitzel said this would remain on the table.

Approval of the recommendation by the TIF Review Committee to grant request from MMIL Properties, Inc. in an amount not to exceed $18,000.00 in façade work at 515 Broadway Street (tabled on 4/6/15)

Temporary Chairman Neitzel said this would remain on the table.

Possible Executive Session;

There was no Executive Session.

Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it. There were seven ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

The City Council Meeting was adjourned at 7:46 p.m.
