Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, May 4, 2015.

Temporary Chairman Neitzel called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and one absent (Alderman Hoinacki). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, Safety and Building Officer Mr. Lebegue, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Temporary Chairman Neitzel led The Pledge of Allegiance.

Swearing in of Elected Officials:

Darren (Scott) Cooper, Alderman Ward 1 – City Attorney Mr. Blinn Bates swore in Ward 1 Alderman Cooper.

Mary Michelle Bauer, Alderman Ward 2 – City Attorney Mr. Blinn Bates swore in Ward 2 Alderman Bauer.

Todd Mourning, Alderman Ward 3 – City Attorney Mr. Blinn Bates swore in Ward 3 Alderman Mourning.

Martha Neitzel, Alderman Ward 4 – City Attorney Mr. Blinn Bates swore in Ward 4 Alderman Neitzel.

Firefighter Christopher Davis, a 3rd generation firefighter was sworn in by City Attorney Mr. Blinn Bates. He was pinned by his father, Jim Davis, a former Fire Chief.

Public Participation:

Maggie McMurtrey, Tourism Bureau Director was present to introduce herself.

Mr. Richard Sinks was present to discuss the Ordinance regarding feeding stray animals and stated he had real issues with the ordinance and requested that it be tabled. He felt the language was too vague.

Mr. Lebegue said that their intent was to handle feral cats and other such animals. He said the City would not be involved in this unless there is an issue with something such as squirrels.

Alderman Tibbs said she had a call last year that had several cats that were there eating. She was going to vote in favor of this.

Approval of amendment to 2015 Lincoln Speedway Schedule

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Ordinances and Resolutions

Ordinance # 2015- 831to amend the City Code to prohibit the feeding of stray animals

Alderman Bauer moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Ordinance prohibiting the use of groundwater as potable water supply for property located at 602 Woodlawn Road and Approval of Highway Authority Agreement with Premcor Refining Group

Alderman Tibbs moved to table and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Reports:

There were no reports to come before the City Council

New Business/Communications:

Approval of branding proposal for DCC Marketing in the amount of $17,225.00 (tabled 4/6/15)

Alderman Horn moved to take off the table and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. Alderman Mourning moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five yeas (Alderman Bauer, Alderman Cooper, Alderman Mourning, Alderman Neitzel, and Alderman Parrott), two nays (Alderman Horn and Alderman Tibbs), and one absent (Alderman Hoinacki); motion carried.

Approval of the recommendation by the TIF Review Committee to grant request from MMIL Properties, Inc. in an amount not to exceed $18,000.00 in façade work at 515 Broadway Street (tabled on 4/6/15)

This item remained on the table.

Approval of block party application from Tammy Banister for block party in the 1000 block of Decatur Street on June 6, 2015 from 2:00 p.m. to 10:00 p.m.

Alderman Bauer moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Approval of the final draft of the City of Lincoln 2020 Strategic Plan

Alderman Mourning moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Announcements:

City Administrator Mr. Johnson said Saturday, May 9, 2015 due to the Lincoln College graduation being held in Lincoln and Governor Rauner is speaking that area may have a larger amount of traffic than usual.

Executive Session

Alderman Horn moved to go into Executive Session under 5 ILCS 120/2(c) (2) collective bargaining and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. The meeting adjourned to Executive Session at 7:54 p.m.

The meeting returned to regular Session at 8:22 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and one absent (Alderman Hoinacki). Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it. There were seven (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

The City Council Meeting was adjourned at 8:23 p.m.
