The City of Lincoln Public Hearing met in the Council Chambers on Monday, April 28, 2015 to discuss the tentative budget for FY 15-16.

City Clerk Mrs. Gehlbach called the roll call. There were seven Aldermen present (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs) and one absent (Alderman Bauer). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, Illinois American Water/EMC Manager Mr. Ferguson, and Deputy Police Chief Adams. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Temporary Chairman Neitzel called the Public Hearing for FY 15-16 Budget to order at 7:00 p.m.  

Tentative Budget Resolution in the amount of $25,062,162, before transfers, for the fiscal year beginning May 1, 2015 is on file and conveniently available for public inspection at the City Clerk’s Office in City Hall from 9:00 am to 5:00 pm, daily except Saturdays and Sundays.

Mrs. Wanda Rohlfs questioned the deficit that had previously been mentioned. City Administrator Mr. Johnson said there were major cuts to get the deficit taken care of and the City of Lincoln is in the black. Mrs. Rohlfs said the City Council should be mindful of the taxpayers’ money when it comes time for the sewer upgrades. Alderman Tibbs said the City Council are taxpayers and the City Council will keep that in mind. These upgrades are due to the EPA’s mandatory changes.

The hearing was adjourned at 7:05 p.m.
