Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, April 28, 2015.

Those present were Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs. Also present were Street Department Superintendent Mr. Landers, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, and Deputy Police Chief Adams. Also present were City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Temporary Chairman Neitzel called the meeting to order at 7:47 p.m. There were seven Aldermen present (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs) and one absent (Alderman Bauer).

Public Participation:

There was no public participation.

Presentation by Katherine Davison, Northern Illinois University – Center for Government Studies – City of Lincoln Strategic Plan

Ms. Davison said after their meeting on March 26 & 27, she took all the information back with her to review. Their team has looked at possible vision statements, possible mission statements, strategic goals, strategies, actions (improve communication, develop communication strategy, implement board education program, monitor citizen satisfaction, monitor implementation of the 2020 strategic plan, engage educators, employer and young people, launch a community branding initiative), economic development, infrastructure, and quality of life.

City Administrator Mr. Johnson said this should go to the agenda for the next meeting for approval.

It was agreed to place this on the agenda for Monday, May 5, 2015.

Amendment to Lincoln Speedway Schedule:

City Administrator Mr. Johnson was approached to amend the schedule for Friday, August 14, 2015 to Sunday, August 16. The time would be the same.

This was placed on the consent agenda.

Groundwater Ordinance and Highway Authority Agreement – Premcor Refining Group:

City Administrator Mr. Johnson said this parcel is being remediated at 602 Woodlawn and it was his recommendation to approve. This was placed on the agenda for Monday, May 5, 2015.

Consideration of an Amending the City Code Regarding Cats and Feeding of Wild Animals:

Mr. Lebegue has found language under the nuisance section regarding any animal running at large being apprehended and impounded. The biggest problem is people setting out food to feed animals.

Alderman Cooper said to place this on the agenda for Monday, May 5, 2015. Alderman Tibbs and Alderman Hoinacki both agreed.

Block Party Application – 1000 Block Decatur:

Alderman Cooper was concerned about the length of time for the block party.

Alderman Tibbs said to put this on the agenda for Monday, May 5, 2015. Fire Chief Miller said the fire departments does talk with the people holding the party.

Other Discussion:

Temporary Chairman Neitzel has talked with David Doolin and Mr. Doolin would like to make some improvements to the brochure that he prepared several years ago. She was not against branding Lincoln but Lincoln should be known for the location. She wanted to make an informed decision regarding the branding.

Alderman Hoinacki wanted direction from Farnsworth on what projects they have been working on so far. City Administrator Mr. Johnson said he would contact them to come to the next workshop meeting.

Alderman Mourning said the bike rodeo was cancelled due to the weather. May is bike safety month.

Alderman Mourning said last night there was a friendly soccer game on the soccer field and that many people came to Lincoln for the soccer games.

Executive Session:   

   2C1 - Personnel

Alderman Hoinacki moved to go into Executive Session pursuant to 5 ILCS 120/2 (c) (1) personnel and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

The meeting adjourned to Executive Session at 8:41 p.m.

The meeting returned to regular Session at 9:25 p.m.

There were seven Aldermen present (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs) and one absent (Alderman Bauer). Also present were City Administrator, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Upcoming Meetings:

Council: Monday, May 5, 2015 – 7:00 p.m.    

Committee of Whole:     Tuesday, May 12, 2015 – 7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Horn seconded it. There were seven ayes (Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Bauer); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 9:26 p.m.
