Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, April 20, 2015.

Temporary Chairman Neitzel called the regular City Council Meeting to order at 7:00 p.m. 

City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs. Also present were Assistant Fire Chief Coffey, Building and Safety Officer Mr. Lebegue, Street & Alley Superintendent Mr. Landers, EMC/American Water Manager Mr. Ferguson and Police Chief Greenslate.  Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and City Recording Secretary Mrs. Riggs.  

A moment of silence was held in memory of Dan Bock.  Temporary Chairman Neitzel led the Pledge of Allegiance.  

Public Participation:

Temporary Chairman Neitzel stated that it had been brought to her attention that David Doolin had prepared a walking tour pamphlet for Lincoln in 2013.  She had copies made which she paid for and handed out a brochure and the statement from the printing company.  She felt the City Council should not vote on the DCC Marketing plan until they had more information and discussion. 

Mrs. Rohlfs was present to discuss the payment of $108,100.00 for the TIF district. City Treasurer Mr. Conzo said the TIF district is funded through real estate estates that are paid in excess of what the taxes were before the improvements were made.  A separate fund will be made to distribute when the payments are due.  The general fund will make the payments until the receipts are enough to cover the interest payments.

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Ordinances and Resolutions

Resolution #2015-299 (City Treasurer) and Resolution #2015-300 Governing Body (Aldermen) terminating participation of certain elected officials in Illinois Municipal Retirement Fund

Alderman Bauer moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.  

Bids:

There were no Bids to come before the City Council.

Reports:

City Treasurer Mr. Conzo gave an oral report for March, 2015 and a copy is on file. 

City Clerk's Report for March, 2015 is on file. 

Department Heads reports are on file for March, 2015 (Fire Department, Street Department report for February/March and Police Department report for March, 2015)

New Business/Communications:

Approval of branding proposal for DCC Marketing in the amount of $17,225.00 (tabled 4/6/15)

Alderman Horn moved to leave on the table and Alderman Tibbs seconded it.  There were four ayes (Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), four nays (Alderman Bauer, Alderman Cooper, Alderman Hoinacki and Alderman Mourning), and none absent; motion failed. 

Approval of the recommendation by the TIF Review Committee to grant request from MMIL Properties, Inc. in an amount not to exceed $18,000.00 in façade work at 515 Broadway Street (tabled on 4/6/15)

Alderman Bauer moved to leave on the table and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Authorization of Memorandum of Understanding (MOU) with Illinois American Water Company to extend the current sewer operation contract for thirty (30) days

Alderman Cooper moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Authorize contract negotiations with Crawford, Murphy & Tilly for land acquisition services for Fifth Street Road Project

Alderman Bauer moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Approval of Pekin Street Closure incentive stipulated agreement with Illinois Commerce Commission

Alderman Horn moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Approval of Pekin Street Closure incentive stipulated agreement with Union Pacific Railroad

Alderman Hoinacki moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Authorization to fill vacant Firefighter position

Alderman Tibbs moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Approval of Long Term Control Plan, Alt #1, for sewer overflow control

Alderman Hoinacki moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.

Possible Executive Session;

Alderman Horn moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(2) collective bargaining matters and Alderman Tibbs seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried. 

The meeting adjourned to Executive Session at 7:42 p.m. 

The meeting returned to regular Session at 8:26 p.m. 

City Clerk Mrs. Gehlbach called the roll call.  There were eight Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs. Also present were City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs. 

Alderman Cooper moved to adjourn the meeting to April 28, 2015 and Alderman Horn seconded it.   There were eight ayes (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and none absent; motion carried.   

The City Council Meeting was adjourned at 8:27 p.m.
