Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, June 9, 2015. 

Those present were Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs.  Also present were Street Department Superintendent Mr. Landers, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, and Deputy Police Chief Adams.  Also present were City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Acting Mayor Cooper called the meeting to order at 7:00 p.m.  There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs) and one absent (Alderman Hoinacki).

Acting Mayor Cooper led the Pledge of Allegiance. 

Public Participation:

There was no public participation.

IMRF Long Term Care Insurance Program

City Administrator Mr. Johnson said this is for the current members and it will not cost the City of Lincoln anything but would be a payroll deduction by employees.  Alderman Tibbs to this on the Consent Agenda for Monday, June 15, 2015. 

Resolution 2015-   Establishing The Prevailing Wage for the City of Lincoln:

City Administrator Mr. Johnson said this is done every year with the numbers coming from the Illinois Department of Labor.  Everyone agreed to place this on the Agenda for Monday, June 15, 2015.

Ordinance   : Provisions for Filing a Vacancy in the Office of Mayor:

City Administrator Mr. Johnson said this Ordinance was out of date and the State Law prevailed. This amendment will be to correct to whatever the current statutes are.  This will keep the code current as it is amended from time to time.  This will be placed on the agenda for Monday, June 15, 2015.

Ordinance   : Amendment #1 to Appropriation Ordinance: FY 2014-2015:

City Treasurer Mr. Conzo said this will bring the Appropriation Ordinance up to date.  This will be placed on the agenda for Monday, June 15, 2015. 

Advise and Consent to Mayor Pro Tempore:

Acting Mayor Cooper asked to have this on the agenda for Monday, June 15, 2015.

Advise and Consent to Department Head Appointments:

Acting Mayor Cooper asked to have this on the agenda for Monday, June 15, 2015.

Prepare to Discuss and Vote on Appointed Department Head Raises for July 6:

Acting Mayor Cooper would like the Aldermen to discuss and vote on raises for Department Heads on July 6, 2015. 

Advise and Consent for Board and Commission Appointments:

Acting Mayor Cooper has received a list of commissioners and would like this on the agenda for Monday, June 15, 2015.

Clothing Allowance for the Street Department:

City Administrator Mr. Johnson said to allow a $450.00 clothing allowance for Street Superintendent Mr. Landers.  Mr. Landers is hands on with the work being done. Everyone agreed and asked to have this on the Consent Agenda for Monday, June 15, 2015. 

Police Department Position Vacancies:

Deputy Police Chief Adams said Detective Sergeant Kerns is retiring as of July 31, 2015.  He is asking to place on the agenda to replace Sergeant Kerns on July 6, 2015.  

Other Discussion:

Fire Chief Miller gave an update that the parts for the sound system are not all here at this time. The sound system will be fixed when the parts are received.

Mr. Landers said 1100 Clinton Street will be closed over the next few weeks for the Theater expansion.

Executive Session:    

An Executive Session was not held. 

Upcoming Meetings:

Council: Monday, June 15, 2015 – 7:00 p.m.     

Committee of Whole:     Tuesday, July 14, 2015 – 7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Neitzel seconded it.  There were seven ayes (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 7:30 p.m.
