Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, June 15, 2015.

Acting Mayor Cooper called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and one absent (Alderman Hoinacki). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, American Water/EMC Mr. Ferguson, Deputy Police Chief Adams and Police Chief Greenslate (he left at 7:02 p.m.). Also present were City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Acting Mayor Cooper led The Pledge of Allegiance.

Public Participation:

Alderman Bauer thanked Police Chief Greenslate, Fire Chief Miller and Street Superintendent Mr. Landers for their hard work during the Pigs and Swigs Festival.

Fire Chief Miller thanked Alderman Neitzel for filling in as Mayor, on behalf of the Department Heads and City Council.

Dawn Schaefer, Director of the Lincoln Park District talked about the 4th of July events including the parade and fireworks. The pool is opening Saturday, June 20, 2015. The Red Cross is out at the Park District every Wednesday for a blood draw.

Alderman Bauer said this weekend, June 20, 2015 is the Relay for Life at Lincoln College.

Advise and Consent to Department Head Appointments

Police Chief

Alderman Neitzel moved to approve Ken Greenslate as Police Chief and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. Acting Mayor Cooper swore in Police Chief Greenslate.

Fire Chief

Alderman Bauer moved to approve Mark Miller as Fire Chief and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. Acting Mayor Cooper swore in Fire Chief Miller.

Building and Safety Officer

Alderman Tibbs moved to approve John Lebegue as Building and Safety Officer and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. Acting Mayor Cooper swore in Building and Safety Officer Mr. Lebegue.

Street Superintendent

Alderman Neitzel moved to approve Walt Landers as Street Superintendent and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Acting Mayor Cooper called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approval of the meeting minutes for March 26, 2015(May 26, 2015) Committee of the Whole Meeting and June 1, 2015 Regular City Council Meeting

Approval of participation by City of Lincoln in the IMRF Endorsed Long-Term Care Insurance Program

Approval of clothing allowance for the Street Superintendent in the amount of $450.00

Alderman Horn moved to approve the Consent Agenda and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Ordinances and Resolutions

Resolution # 2015-303 establishing the prevailing wage for the City of Lincoln for FY 2015-2016

Alderman Horn moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Ordinance #2015-834 Amending Section 1-5-4 of the City Code, provisions for filling a vacancy in the office of Mayor

Alderman Bauer moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Ordinance #2015-835 approving amendment #1 to Appropriation Ordinance for FY 2014-2015

Alderman Neitzel moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

New Business/Communications:

Advise and Consent to the Appointment of Mayor Pro Tempore

Alderman Bauer moved to approve Alderman Neitzel as Mayor Pro Tempore and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Tibbs), zero nays, one abstention (Alderman Neitzel) and one absent (Alderman Hoinacki); motion carried. Acting Mayor Cooper swore in Alderman Neitzel as Mayor Pro Tempore.

Acting Mayor Cooper stated that City Administrator Mr. Johnson has a contract that runs the length of the Mayor.

Advise and Consent to Board and Commission Appointments

Alderman Tibbs moved to approve the following Board Members and Commissioners and Alderman Horn seconded it:

Civil Service – Keith Leesman

Fire & Police Commission – Marilyn Montgomery

Zoning Board of Appeals – Rick Zimmer and Jim Drew

Planning Commission – Vic Martinek, Leo Logan, and Bruce Huskins

Historic Preservation – Julia Geradot and Kay Dobson

City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

Executive Session

Alderman Horn moved to go into Executive Session under 5 ILCS 120/2(c) (2) collective bargaining and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. The meeting adjourned to Executive Session at 7:32 p.m.

The meeting returned to regular Session at 7:55 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried. Also present was Fire Chief Miller. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and Recording Secretary Mrs. Riggs.

Alderman Tibbs moved to adjourn the meeting and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

The City Council Meeting was adjourned at 7:56 p.m.
