Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, July 6, 2015.

Acting Mayor Cooper called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs) and one absent (Alderman Parrott). Also present were Street & Alley Superintendent Mr. Landers, Fire Chief Miler, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, Deputy Police Chief Adams. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Acting Mayor Cooper asked for a moment of silence in memory of Mr. Leo Bender, a former Street Department employee. Acting Mayor Cooper led The Pledge of Allegiance.

Public Participation:

EMS Mr. Fulscher was present to let Acting Mayor Cooper know that he is working alongside Acting Mayor Cooper. The pumps in Mayfair are still running with the amount of water that was in the Mayfair subdivision.

Alderman Bauer stated that she along with Acting Mayor Cooper, Alderman Mourning, and Alderman Neitzel attended a workshop at the Illinois Municipal League.

Alderman Neitzel said she went to the Joint Solid Waste meeting and will be attending that meeting monthly.

Acting Mayor Cooper called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approval of the meeting minutes for the June 9, 2015 Committee of the Whole Meeting and April 6, 2015 and April 20, 2015 Regular City Council Meeting

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried.

New Business/Communications:

Approval of salary increases for appointed Department Heads and non-union employees

Alderman Tibbs moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried.

Ordinances and Resolutions

There were no Ordinances or Resolutions to come before the City Council.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Reports:

There were no Reports to come before the City Council.

New Business/Communications:

Authorization to fill vacant Police Officer position

Alderman Neitzel moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried.

Announcements:

There were no announcements.

Executive Session

Alderman Bauer moved to go into Executive Session under 5 ILCS 120/2(c) (2) bargaining 5 ILCS 120/2(c) (1) personnel and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried. The meeting adjourned to Executive Session at 7:18 p.m.

The meeting returned to regular Session at 7:55 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried. Also present was Fire Chief Miller. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and Recording Secretary Mrs. Riggs.

Alderman Mourning said Wednesday morning at 9:00 a.m. the Hospital Foundation is having a ribbon cutting ceremony at Madigan Park for certified 5K and 10K run.

City Administrator Mr. Johnson said the sound system was up and running again and there is a backup in case there is a problem again.

Alderman Tibbs moved to adjourn the meeting and Alderman Mourning seconded it. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried.

The City Council Meeting was adjourned at 8:00 p.m.
