Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 3, 2015.

Acting Mayor Cooper called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott and Alderman Tibbs) and one absent (Alderman Mourning). Also present were Street & Alley Superintendent Mr. Landers, EMC/American Water Manager Mr. Ferguson, Fire Chief Miller, Safety and Building Officer Mr. Lebegue, and Police Chief Adams. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Acting Mayor Cooper led The Pledge of Allegiance.

Public Participation:

Mr. James Reynolds, Sr. came to the City Council meeting to discuss the safety complex. He had a concern about the City of Lincoln going bankrupt.   He recently did a letter to the Editor. He thought the higher priorities were for Police and Fire pensions, streets and infrastructures and that the safety complex should be put off for a time. He asked them to seek a referendum and get public input about their feelings for a new safety complex. He asked the City of Lincoln to not spend any more money on the safety complex project.

Alderman Neitzel said the City Council needs to know how the citizens of Lincoln feel about the safety complex, police and fire pensions and the infrastructure. Acting Mayor Cooper said they look at the pensions and infrastructure issues every year when the budget is done. Alderman Tibbs thanked Mr. Reynolds for coming to the City of Lincoln and wished more people would come forward with their thoughts.

Acting Mayor Cooper swore in Kevin Lynn as Police Sergeant for the City of Lincoln Police Department.

Acting Mayor Cooper swore in Brian Clements as Police Corporal for the City of Lincoln Police Department.

Acting Mayor Cooper swore in Ryan Sullivan as Police Officer for the City of Lincoln Police Department.

Acting Mayor Cooper called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approval of the meeting minutes for the April 14, 2015 and July 14, 2015 Committee of the Whole Meetings, July 20, 2015 Public Hearing for Appropriation Ordinance FY 15-16, and July 6, 2015 Regular City Council Meeting

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Mourning); motion carried.

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it. There were seven yeas (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, and one absent (Alderman Mourning); motion carried.

The City Council Meeting was adjourned at 7:19 p.m.
