Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 17, 2015.

Mayor Pro Tem Neitzel called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), one seat vacant and none absent. Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, American Water/EMC Mr. Ferguson, and Police Chief Adams. Also present were City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Mayor Pro Tem Neitzel had a moment of silence in memory of Acting Mayor Scott Cooper. Mayor Pro Tem Neitzel led The Pledge of Allegiance.

Public Participation:

Quarterly Report from Logan County Alliance

This has been rescheduled to September 8, 2015.

Mrs. Wanda Rohlfs was present to discuss the item for the spray patcher and emulsion tank. Mayor Pro Tem Neitzel said this was being paid from the equipment fund. Mrs. Rohlfs felt that the City’s website should tell who are on each of the commissions for the City of Lincoln and how long their term is for. Mrs. Rohlfs had concerns about the new fence ordinance since she lives on a corner lot.

Alderman Mourning moved to approve the Consent Agenda and Alderman Tibbs seconded it. City There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

Alderman Tibbs moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

New Business/Communications:

Advise and consent to the appointment of Dawn Crowell for the Sewer Clerk position

Alderman Neitzel moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

City Clerk Mrs. Gehlbach swore in Dawn Crowell as Sewer Clerk.

Ordinance #2015-___Amending Section 11-2-1, 11-6-2 and 11-7-3 of the City Code pertaining to fence requirements

Alderman Bauer moved to table and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. City Attorney Mr. Blinn Bates swore in Matt Vlahovich as Deputy Police Chief

Acceptance of bid from Graue Chevrolet for purchase of 2015 one ton Chevy Rescue Truck in the amount of $41,097.00

Alderman Bauer moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

Acceptance of bid from Hampton Equipment for purchase of spray patcher and emulsion tank in the amount of $83,785.66

Alderman Bauer moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. Approval of Façade Improvement Incentive Application for 501 S. Kickapoo Street in an amount not to exceed $4,400.00

Approval of request from Fire Pension Board request to make payroll contributions tax-deferred effective upon approval

Authorization of Memorandum of Understanding with the Tourism Bureau and the Goodrich/Johnson family for the restoration of the Tropics Sign

Alderman Bauer moved to approve and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. Authorize the grant of easement and cost sharing agreement between the City of Lincoln and the Lincoln Public Library

Alderman Hoinacki moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. Approval of advance checks in the amount of $300.00 per City Official to attend the 2015 IML Conference in Chicago on September 17-19, 2015

Alderman Hoinacki moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. Authority to hire Police Officer from new hire list

Alderman Tibbs moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

Authority to hire Street Department employee from Civil Service list

Alderman Tibbs moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

Announcements:

Mayor Pro Tem Neitzel thanked Alderman Tibbs on behalf of the City Council and employees for the memorials that she had done to Acting Mayor Cooper.

City Hall will be closed Tuesday, August 18, 2015 for the funeral of Scott Cooper.

Executive Session

Alderman Horn moved to go into Executive Session under 5 ILCS 120/2(c) (3) appointment or removal of a public official and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried. The meeting adjourned to Executive Session at 7:44 p.m.

The meeting returned to regular Session at 8:15 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and Recording Secretary Mrs. Riggs.

Alderman Tibbs moved to adjourn and Alderman Neitzel seconded it. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

The City Council Meeting was adjourned at 8:18 p.m.
