Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, July 20, 2015.

Mayor Pro Tem Neitzel called the regular City Council Meeting to order at 7:05 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and one absent (Alderman Cooper). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, American Water/EMC Mr. Ferguson, and Police Chief Adams. Also present were City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

Mayor Pro Tem Neitzel led The Pledge of Allegiance.

New Business/Communications:

Advise and Consent to Mayoral appointment of Police Chief

Alderman Tibbs moved to approve Paul Adams as Police Chief and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

Approval of re-appointment of Deputy Building and Safety Officer

Alderman Horn moved to approve Cori Ingram as Deputy Building and Safety Officer and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

Public Participation:

Mrs. Betsy Lewis was present to discuss the problem on their cul-de-sac (Northpoint Court) and all the raw sewerage coming into their home. She wanted everyone to know about the unsafe conditions.

Mr. Ferguson said this year has been the worst for water on the sewer system in the Northpoint Court area. It is a sanitary sewer and not a combined sewer.

Presentation by FGM Architects for Public Safety Building

Brian Wright and Erik Illies prepared the studies. A very lengthy presentation was given.

Alderman Hoinacki and City Administrator Johnson thanked the Architects for their work.

Alderman Horn moved to approve the Consent Agenda as read and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

Ordinance #2015-836 - Appropriation for FY 2015-2016

Alderman Bauer moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. Resolution # 2015-305 Resolution for maintenance of street and highways eligible for payment through the Motor Fuel Tax for the period from January 1, 2015 through April 30, 2016

Resolution #2015 - 306 for cost of living increase for various employees

Approval of Collective Bargaining Agreement with IAFF Local 3092

Alderman Horn moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. Approval of proposal from Farnsworth & Wiley for Lincoln Depot Site Survey Services in an amount not to exceed $31,500.00

Approval of purchase and installation of new control panel at Burwell Lift Station in an amount not to exceed $13,269.00

Approval of “Agreement for Special Police Services”

There were six yeas (Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one abstention (Alderman Bauer), and one absent (Alderman Cooper); motion carried.

Approval of rate of $47.00 per hour for security details for private requests for Special Police Services for the period of September 1, 2015 through April 30, 2016

Authorization to hire employee in Street Department from Civil Service List

Approval of the promotion to Sergeant for Corporal Kevin Lynn, effective August 1, 2015

Approval of the promotion to Corporal for Officer Brian Clements, effective August 1, 2015

Executive Session

There was no Executive Session.

Alderman Neitzel said she had attended the Joint Solid Waste meeting. She thanked the Master Gardeners for their donation of the flowers. She thanked Kathy and Bill Vinyard for planting the flowers around town.

Alderman Tibbs asked for the people of Lincoln to take ownership of their recyclables by only putting what is supposed to be in the recycling bin and thanked Mitzi Rohlfs for cleaning up the continuing of stuff left at the recycling that are not recyclables.

Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, and one absent (Alderman Cooper); motion carried.

The City Council Meeting was adjourned at 8:51 p.m.
