Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, March 10, 2015.

Those present were Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs. Also present were Street Department Superintendent Mr. Landers, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel and Alderman Tibbs) and one absent (Alderman Parrot).

Mayor Snyder led the Pledge of Allegiance.

Public Participation:

There was no public participation.

Request for Temporary Street Closures for Pigs and Swigs Festival and Arts in the Park made by Logan County Alliance:

City Administrator Mr. Johnson gave the following street closures for Thursday, June 4, 2015 after 4:00 p.m. until Sunday, June 7, 2015 at 6:00 p.m.:

McLean Street from Clinton to alley between Kickapoo and Chicago (beside Gehlbach Marquez Law Office);

Kickapoo from Pekin to Clinton Streets;

Pulaski Street from Hamilton to alley between Kickapoo and Chicago; and

Broadway Street from South side of McLean to alley between Kickapoo and Chicago.

Also being requested are the following:

The closure of Pekin Street from Kickapoo Street to McLean Street from July 17, 2015 at noon to Sunday, July 19, 2015 at 7:00 p.m.

The closure of Latham Place only the side closest to the Park (still room for two-way traffic) from July 18, 2015 at noon to Sunday, July 19, 2015 at 7:00 p.m.

This will be placed on the Consent Agenda for Monday, March 16, 2015.

Ordinance: Regulating Liquor and Video Gaming Parlors:

City Administrator Mr. Johnson said this only allows a business to have the video gaming but the business must sell 60% in other items than the video gaming. Mayor Snyder said there are only 5 gambling machines per liquor license. City Administrator Mr. Johnson said annual receipts will have to be produced each year. Alderman Tibbs was not in favor of the video gaming.   Alderman Bauer was inclined to move forward with this. Alderman Cooper suggested this be placed on the Regular Agenda, Monday, March 16, 2015.

Ordinance: Amending Ordinance: Vacation of 7th Street Right-of-Way:

City Administrator Mr. Johnson said this new ordinance would need to authorize Mayor Snyder and City Clerk Mrs. Gehlbach to execute any Quit-Claim Deed to the adjoining property owners due to vacation of the street. The recommendation was to approve amending the Ordinance for the 7th Street right of way.

This was placed on the Agenda for Monday, March 16, 2015.

Amending the Membership of the TIF Review Committee:

City Administrator Mr. Johnson said with the new UOC of the Logan County Alliance there are some groups that are no longer in existence and adding the new position with the Logan County Alliance. There would have a 7 member committee instead of the 9 member committee.

Other Discussion:

There was no other discussion.

Executive Session:   

   2(c) (2) – Collective Bargaining Matters

Alderman Horn moved to go into Executive Session pursuant to 5 ILCS 120/2 (c) (2) collective bargaining and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Bauer Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried.

The meeting adjourned to Executive Session at 7:24 p.m.

The meeting returned to regular Session at 8:22 p.m.

There were seven Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs) and one absent (Alderman Parrott). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Upcoming Meetings:

Council: Monday, March 16, 2015 – 7:00 p.m.    

Committee of Whole:     Tuesday, March 24, 2015 – 7:00 p.m.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Tibbs seconded it. There were seven ayes (Alderman Bauer Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, and one absent (Alderman Parrott); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:23 p.m.
