Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, September 8, 2015.

Mayor Pro Tem called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), one seat vacant and one absent (Alderman Parrott). Also present were Street & Alley Superintendent Mr. Landers, EMC/American Water Manager Mr. Ferguson, Fire Chief Miller, Safety and Building Officer Mr. Lebegue, and Police Chief Adams. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Pro Tem Neitzel led The Pledge of Allegiance.

Public Participation:

Recognition of Larry Schaub for 35 years of service

Street Superintendent Mr. Landers presented Mr. Schaub with a plaque in recognition of 35 years of service.

Quarterly presentation by Logan County Alliance

Andi Hake thanked the City of Lincoln for bringing in the Darth Vader balloon. This was the largest Balloon Fest in the history of the Balloon Fest. The Logan County Alliance has formed a workforce development committee. The downtown businesses have a committee formed and are meeting at least monthly. The Logan County Alliance has been working with the SCORE chapter from Springfield. The Logan County Alliance is working on incentives to bring people downtown. The Logan County Alliance is working on the Enterprise Zone renewal application. The Econo Lodge was purchased by someone local. The Crossroads Hotel has been purchased but the owner is unknown. Nicole Cox is now the Chamber Director.  

Maggie McMurtrey, Tourism Director, is currently learning about graphic design. Two tourism billboards have been placed with one coming from the South and the other one coming from the North. Tourism is now open on the weekends.

Payment of Bills

Approval of the meeting minutes for the March 6, 2015 and March 7, 2015 Strategic Planning Meetings, and August 17, 2015 Regular City Council Meeting

Proclamation declaring September 13 through September 19, 2015 Animal Awareness Week

Alderman Horn moved to approve the Consent Agenda as read and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Parrott); motion carried.

New Business/Communications:

There was no New Business/Communications to come before the City Council.

Ordinances and Resolutions

Ordinance amending Section 11-2-1, 11-6-2, 11-6-3 and 11-7-3 of the City Code pertaining to fence requirements (tabled 8/17/15)

Alderman Tibbs moved to remove from the table and Alderman Mourning seconded it. Alderman Tibbs moved to approve. The motion died for the lack of a second.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Reports:

There were no Reports to come before the City Council.

New Business/Communications:

Mayor Pro Tem Neitzel read a note from former Mayor Snyder.

Announcements:

There were no announcements.

Executive Session

Alderman Horn moved to go into Executive Session under 5 ILCS 120/2(c) (5) Purchase or Lease of Real Estate and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Parrott); motion carried. The meeting adjourned to Executive Session at 7:58 p.m.

The meeting returned to regular Session at 8:28 p.m. City Clerk Mrs. Gehlbach called the roll. There were six present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Parrott); motion carried. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, Safety and Building Officer Mr. Lebegue (he left at 8:36 p.m.), and Recording Secretary Mrs. Riggs.

Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it. There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Parrott); motion carried.

The City Council Meeting was adjourned at 8:43 p.m.
