Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, October 13, 2015. 

Those present were Alderman Bauer, Alderman Hoinacki Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs, one seat vacant and none absent.  Also present were Street Department Superintendent Mr. Landers, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, and Police Chief Adams.  Also present were City Attorney Mr. Bill Bates, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and City Treasurer Mr. Conzo.  

Acting Mayor Neitzel called the meeting to order at 7:00 p.m.  There were seven Aldermen present (Alderman Bauer, Alderman Hoinacki Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), one seat vacant and none absent.

Acting Mayor Neitzel led the Pledge of Allegiance. 

Public Participation:

There was no Public Participation.

These were placed on the Consent Agenda for Monday, October 19, 2015. 

Ordinance: Establishing the Enterprise Zone:

City Administrator Mr. Johnson said this has been reviewed by City Attorney Blinn Bates, Staff and the Enterprise Zone Coordinator Mr. D’Andrea.   This also includes an intergovernmental agreement between the County of Logan, City of Lincoln, City of Atlanta, Village of Elkhart, Village of Emden, Village of Hartsburg, Village of Mount Pulaski and Village of New Holland.  

This was placed on the Agenda for Monday, October 19, 2015. 

5th Street Preliminary Engineering Scope Amendment:

The design phase is 80% completed. The cost of relocating the poles is almost $800,000.00.  An additional right of way will be needed.  The cost of construction of the roadway is approximately $6.8M.  In order for Hanson Professional Services to begin the realignment work a supplemental agreement will be needed with a cost is not to exceed $79,112.20.

Alderman Hoinacki asked to have this on the Agenda for Monday, October 19, 2015. 

Jefferson Street Bridge Improvement Design:

City Administrator Mr. Johnson said there were 2 bridges that were not clearing the standards.  He asked Farnsworth to design the bridge.  The cost is not to exceed $58,000.00.

This will be placed on the Agenda for Monday, October 19, 2015. 

Snow and Ice Plan Update:

City Administrator Mr. Johnson said that changes needed to be made from the first plan for the snow and ice removal.  Street Superintendent Mr. Landers and the street department have discussed some additions from 1) College Ave. to North Union; 2) Park Place from N. Union to N. Elm; 3) Southgate from N. Kickapoo to Bond Street; and 4) Wyatt Avenue from Railer Way to N. McLean.  Alderman Tibbs felt they should hold off on this.  Alderman Hoinacki said they should go ahead and place this on the agenda.  Alderman Bauer wanted to know what the thoughts were of Street Superintendent Mr. Landers and the Street Department. Alderman Parrott wanted to know if this was a pilot program.  Alderman Mourning thought this would increase the efficiency of getting the roads cleared. 

It was agreed to place this on the Agenda for Monday, October 19, 2015.

Pekin Street Parking Lot Bid Rejection:

City Administrator Mr. Johnson said only one bid was received.  The bid received was $574,160.20 and the estimate was $372,270.00.  Mr. Johnson felt that they should advertise longer and solicit Springfield, Illinois Contractors.  Alderman Hoinacki felt they should reject the bid. 

This will be placed on the agenda to reject the bid on Monday, October 19, 2015.

Promotions to Police Sergeant:

Police Chief Adams requested the City Council to approve his recommendation of the first name on the Police Sergeants list which was Miles Craig.  This was placed on the Agenda for Monday, October 19, 2015.

Other Discussion:

Alderman Hoinacki thanked Susan Gehlbach and her staff and Kathy Vinyard for their hard work for last Thursday’s (October 15, 2015) community night.  Acting Mayor Neitzel thanked all the Alderman for participating that night.  Acting Mayor Neitzel thanked Mr. Lebegue for the ring flashlights for the children. 

Acting Mayor Neitzel thanked Mr. Ferguson for the well planned golf outing. 

Acting Mayor Neitzel is having trick or treat on October 24, 2015 at 10:00 a.m.

Mrs. Gehlbach thanked Police Chief Adams and Fire Chief Miller for their work that evening. 

Possible Executive Session:             

Appointment or Removal of Public Officers – Section 2(c)(3)

Alderman Kathy Horn moved to go into executive under 5 ILCS 120/2(c) (3) Appointment or Removal of Public Officers and Alderman Tibbs seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried. The meeting adjourned to Executive Session at 7:51 p.m. 

The meeting returned to regular Session at 8:36 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven present (Alderman Bauer, Alderman Hoinacki Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.  Also present were City Attorney Mr. Bill Bates, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Mr. Johnson, and Recording Secretary Mrs. Riggs. 

Upcoming Meetings:

Council: Monday, October 19, 2015 – 7:00 p.m.     

Committee of Whole:     Tuesday, October 27, 2015 – 7:00 p.m.

Alderman Parrott made a motion to adjourn the meeting and Alderman Horn seconded it.  There were seven ayes (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, one seat vacant and none absent; motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:38 p.m.
