Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, October 19, 2015.

Acting Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m. 

City Clerk Mrs. Gehlbach called the roll.  There were six Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), one seat vacant and one absent (Alderman Mourning). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, Building and Safety Officer Mr. Lebegue, and Police Chief Adams.  Also present were City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, City Administrator Mr. Johnson and Recording Secretary Mrs. Riggs.

                                  

Acting Mayor Neitzel led The Pledge of Allegiance. 

New Business/Communications:

Approval of the promotion of Police Corporal Miles Craig to Sergeant

Alderman Tibbs moved to approve and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

Public Participation:

Swearing in of Police Sergeant Miles Craig

Acting Mayor Neitzel swore in Miles Craig as a Police Sergeant.

Payment of Bills

Approval of the minutes for April 29, 2014 and March 10, 2015 Committee of the Whole Meetings and September 8, 2015 Regular City Council Meeting

Approval of request from Logan County Alliance to close various City streets for the Christmas Parade on Thursday, December 3, 2015 beginning at 6:30 p.m. and continuing through the conclusion of the parade

Approval of request from Don and Janice Sielaff to close 10th Street from Chestnut Street to Union Street on Saturday, October 31, 2015 from 4:30 p.m. to 8:00 p.m. for a block party at 145 10th Street

Approval of petition from Pizza Hut to hold a “road block” at the intersection of Broadway and N. McLean Streets on Wednesday, October 21, 2015 and Wednesday, November 4, 2015 to solicit donations for World Hunger from 8:00 a.m. to 4:00 p.m.

Approval of “Trick or Treat” hours on Saturday, October 31, 2015 from 5:00 p.m. to 8:00 p.m.

Alderman Horn moved to approve the Consent Agenda as read and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

Ordinances and Resolutions

Ordinance # 2015-842 establishing an Enterprise Zone within the City of Lincoln

Alderman Bauer moved to approve and Alderman Hoinacki seconded it.  City Clerk Mrs. Gehlbach called the roll.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

There were no bids to come before the City Council

There were no reports to come before the City Council

Reports:

City Treasurer gave an oral report for September 2015, and a copy is on file

City Clerk Report for September 2015 is on file.

Department Heads Reports for September 2015 (Reports on file are the Fire Department and Lincoln Police Department)

New Business/Communications:

Approval of supplements to contract with Hanson Engineering for engineering services for the 5th Street road project in an amount not to exceed $91,067.20

Alderman Hoinacki moved to approve and Alderman Neitzel seconded it.  City Clerk Mrs. Gehlbach called the roll.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

Approval of agreement with the Farnsworth Group for design and engineering work for the replacement of the Jefferson Street Bridge in the amount not to exceed $58,000.00

City Administrator Mr. Johnson said this is actually the State Street Bridge not the Jefferson Street Bridge.  Alderman Hoinacki moved to approve and Alderman Parrott seconded it.  City Clerk Mrs. Gehlbach called the roll.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

Approval of revised Snow and Ice Control Plan for 2015-2016

Alderman Bauer moved to approve the revised snow and ice control plan adding Pulaski Street from LaDue to Sherman and motion died for a lack of a second. Alderman Tibbs moved to table and Alderman Bauer seconded it.  City Clerk Mrs. Gehlbach called the roll.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

Rejection of bid from Illinois Civil Contractors, Inc. in the amount of $574,160.20 for work on the Library Parking Lot

Alderman Bauer moved to approve and Alderman Hoinacki seconded it.  City Clerk Mrs. Gehlbach called the roll.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

Acting Mayor Neitzel read a thank you from the family of Scott Cooper.

Fire Chief Miller said the National Weather Service has issued a no burn warning.  There will be no burning until Lincoln gets some rain.

Acting Mayor Neitzel said October 24, 2015 at 9:30 a.m. will be Trick or Treat with the Mayor.   

Street Superintendent Mr. Landers said leaf pickup begins next week. 

Executive Session

There was no Executive Session. 

Alderman Tibbs moved to adjourn and Alderman Horn seconded it.  There were six yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Mourning); motion carried.

The City Council Meeting was adjourned at 8:00 p.m.
