Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, October 27, 2015. 

Those present were Alderman Bauer, Alderman Hoinacki, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs, one seat vacant and one absent (Alderman Horn).  Also present were Street Department Superintendent Mr. Landers, Assistant Fire Chief Danosky, Building and Safety Officer Mr. Lebegue, EMC Manager Mr. Ferguson, and Police Sergeant Rehmann.  Also present were City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, City Attorney Mr. Bill Bates, City Treasurer Mr. Conzo and Recording Secretary Mrs. Riggs.  

Acting Mayor Neitzel called the meeting to order at 7:00 p.m.  There were six Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), one seat vacant and one absent (Alderman Horn).

Acting Mayor Neitzel led the Pledge of Allegiance. 

Public Participation:

There was no public participation.

Façade Improvement Incentive – 127 S. Kickapoo Street:

Ms. Faye Boerma is requesting a façade improvement incentive for 127 S. Kickapoo Street.  All of the work is being done on outside of the building with the total cost being $17,179.00.  The total that will be given is 50% or $8589.50.  This also has to be approved by the Historic Preservation Commission for the Certificate of Appropriateness. 

This will be placed on the agenda for Monday, November 2, 2015.

Decorative Street Light Options:

City Administrator Mr. Johnson said there would be ten poles and this is what they believe is all that are needed.  One of the problems is where they will house the poles.  Their recommendation was to look into the poles and lights and come back at a later time. 

Mobile Data Terminal Purchase – Police Department:

City Administrator Mr. Johnson said the Police Department has budgeted for the purchase of 6 computers and 13 docking stations for the police vehicles in the amount of $20,192.07. 

This was placed on the Agenda for November 2, 2015. 

Snow and Ice Plan Update:

The new plan would include Pulaski Street with parking on the South side of the street, if the Aldermen were in favor of adding that street.  Once the streets are plowed the vehicles would be allowed to move back to the clean side.  The street department needs to be able to enforce this ban and police officers would be allowed to write tickets.  An ordinance will need to be drafted.  This will be placed on the agenda with the parking ban on Pulaski Street. 

Taxi Cab Application:

A taxi cab application has been received from Edward Malkowski d/b/a Calico Carriage.  Mr. Lebegue said there is nothing in the code against parking in residential.  This will be placed on the agenda after it has been placed in the local newspaper for the Public Hearing. 

Other Discussion:

Alderman Tibbs asked about the microphones.  It was stated that there is nothing currently in the works. 

City Administrator Mr. Johnson said the fire lane code is ready.  Mr. Bates said that both lessee and owner will sign this document.  City Administrator Mr. Johnson said to place this on the agenda. 

Executive Session:    

Appointment or Removal of Public Officers – Section 2(c) (3)    

Alderman Tibbs moved to go into Executive Session under 2(c) (3) and Alderman Parrott seconded it. There were six ayes (Alderman Bauer, Alderman Hoinacki, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Horn); motion carried.  The meeting adjourned to Executive Session at 7:42 p.m.

The meeting returned to regular session at 8:49 p.m.  There were six Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs), one seat vacant and one absent (Alderman Horn).

It was asked to place on the agenda the advise and consent to fill the Ward 1 vacancy. 

Upcoming Meetings:

Council: Monday, November 2, 2015 – 7:00 p.m.     

Committee of Whole:     Tuesday, November 10, 2015 – 7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Parrott seconded it.  There were six ayes (Alderman Bauer, Alderman Hoinacki, Alderman Mourning, Alderman Neitzel, Alderman Parrott and Alderman Tibbs), zero nays, one seat vacant and one absent (Alderman Horn); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:49 p.m.
