Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 7, 2015.

Acting Mayor Neitzel called the regular City Council Meeting to order at 7:13 p.m. 

City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Neitzel, Alderman Parrott,  Alderman Tibbs, and Alderman Welch) and none absent. Also present were Fire Chief Miller, Building and Safety Officer Mr. Lebegue, and Police Chief Adams.  Also present were City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel asked for a moment of silence for the people of San Bernardino, California and those who lost their lives at Pearl Harbor, December 7, 1941.  Acting Mayor Neitzel led the Pledge of Allegiance. 

Public Participation:

Diane Turner, Community Action Logan Mason Public Transportation.  She was present to discuss the Deviated route, the pilot route and the transportation advisory committee.   She was bringing awareness to the transit system.  The transit system is working Monday through Friday during the hours of 7:30 a.m. to 4:00 p.m.  Everyone over the age of 60 is free to travel.  They are looking to increase the system to the general public.

Acceptance of the 2014-2015 Audit

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one abstention (Alderman Neitzel), seat vacant, and none absent; motion carried.

Ordinance #2015-845 Approving Tax Levy for tax year 2015

Alderman Bauer moved to amend the Ordinance with a zero percent increase for tax year 2015 and Alderman Welch seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were five yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), two nays (Alderman Parrott and Alderman Tibbs), one seat vacant and none absent; motion carried.

Resolution #2015-310 abating Tax Levied for 2015 to Pay Debt Service $2,285,000 in General Obligation Bonds (Alternate Revenue Source)

Alderman Hoinacki moved to approve and Alderman Tibbs seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Approval of 2016 Health Insurance Policy Renewal

Alderman Bauer moved to approve and Alderman Mourning seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Approval of additional prescription plan with Health Alliance for Medicare Members

Alderman Bauer moved to approve and Alderman Parrott seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Approval of 2016 Liability Insurance Policy Renewal

Alderman Hoinacki moved to approve and Alderman Bauer seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Approval of branding initiative from DCC Marketing in an amount not to exceed $17,225.00

Alderman Hoinacki moved to approve and Alderman Mourning seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Petition submitted by Quality Glass & Glazing, Inc. to close the alley between N. Chicago Street and N. Kickapoo Street (Pekin and Delavan Streets) on December 12, 2015 for business auction from 10:00 a.m. until the end of the auction

Approval of closing City Hall, on Thursday, December 24, 2015 and 12:00 p.m. on Thursday, December 31, 2015

Alderman Mourning moved to approve and Alderman Bauer seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Advise and consent of the mayoral appointment of Alderman of Ward 4

Alderman Tibbs moved to approve the appointment of Rick Hoefle and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Mayor Neitzel swore in Rick Hoefle as Alderman Ward 4. 

Announcements:

Mayor Neitzel announced two blood drives. One being at Abraham Lincoln Memorial Hospital on Monday, December 21, 2015 from 11:00 a.m. to 2:00 p.m. in Steinfort conference rooms A and B and the second one being on Tuesday, December 22, 2015 from 3:00 p.m. to 6:00 p.m. at Anytime Fitness at 716 N. Logan Street.

Alderman Mourning said the Christmas Parade had a great turnout and that it was a great evening.  The antique fire truck looked wonderful.

City Administrator Mr. Johnson said State Senate Bill 2039 was passed today and signed by the Governor which releases Motor Fuel Tax funds, Use Tax Funds, Video gaming funds, and E-911 funds to the municipalities, counties and cities in Illinois. 

City Treasurer Mr. Conzo commented on the ceremony held at Lincoln College today in memory of the bombing of Pearl Harbor 74 years ago today.  He was hoping they would continue that in the coming years. 

Executive Session

There was no Executive Session. 

Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it. There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 8:05 p.m.
