Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, December 15, 2015. 

Those present were Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch and none absent.  Also present were Fire Chief Miller, Building and Safety Officer Mr. Lebegue, and Police Chief Adams.  Also present were Mayor Neitzel City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo and City Recording Secretary Mrs. Riggs.  

Mayor Neitzel called the regular City Council Meeting to order at 7:12 p.m.  There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch) and none absent. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Public Participation:

There was no Public Participation.

Ordinance: Regulating Solicitors and Peddlers:

City Administrator Mr. Johnson said a new procedure for solicitors has been prepared.  There are four requirements: 1) redefines a solicitor and requires the application for a license for anyone selling goods or services, regardless if the item is on the person at the time of sale; 2) requires where the product is proposed to be sold or produced and method of delivery; 3) requires that fingerprints are in file with the Police Department and listing of the last three cities in which the applicant has operated; and 4) creates hours of operation for the license between 9:00 a.m. and 5:00 p.m.  This is separating the peddler and solicitor licenses.  City Clerk Mrs. Gehlbach said this is needed so they have something to work with when solicitors come in.  Alderman Mourning asked City Clerk Mrs. Gehlbach to look into who this might affect.  City Administrator Mr. Johnson said they could float this out and see what kind of response they get from the public.

Resolution: Authorizing the Execution of Electric Aggregation:

City Administrator Mr. Johnson said this would allow Mayor Neitzel and him to accept a lower rate for electricity.  Alderman Bauer said to place this on the agenda for Monday, January 4, 2016.

Greater Peoria Economic Development Council Funding (CEDS)

City Administrator Mr. Johnson said there is a need to cooperate with the CEDS group to help the City with advocating for the 5th Street project.  Alderman Bauer said her thinking about the CEDS group is different that it was a year ago.  Alderman Hoinacki said he felt the City should give $2,000.00 as friends.  Alderman Horn agreed with the $2,000.00.  A statement has been received by the City for $3,000.00.  Alderman Welch was in support for giving the contribution.  This is a bill from the Logan County Economic Partnership.  City Administrator Mr. Johnson said they need to have a conversation with the Partnership.  City Administrator Mr. Johnson and Mayor Neitzel will look into the funds and see where things are.  This will be placed on the agenda for Monday, January 4, 2016.

Policy and Procedures Handbook Update:

City Administrator Mr. Johnson said that last year an audit was done by DCEO.  DCEO looked into the Personnel Policy and Procedures and had some comments about improvements.  The three items they felt were needed: A written Conflict of Interest Policy, an approved American with Disabilities (ADA) Policy, and Improved Sexual Harassment and Procedures. 

This will be placed on the agenda for the Monday, January 4, 2016.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Horn seconded it.  There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays, and none absent; motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 9:08 p.m.
