Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, January 12, 2016. 

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs). Also present were American Water Manager Mr. Ferguson, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, Street Superintendent Mr. Landers, and Police Chief Adams.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Public Participation:

Mr. Les Plotner wanted to remind everyone about the Martin Luther King breakfast on Monday morning, January 18, 2016 at Lincoln College and he had tickets available.

Request to Permit – Abraham Lincoln 5K Route:

Land of Lincoln CEO program is putting on a themed run (everyone is asked to come as Abraham Lincoln) and dinner.  The cost for the race is $30.00, the dinner is $30.00 but as a combo the cost will be $45.00.  Alderman Mourning said it is an accurately timed race.  Alderman Bauer said she is a mentor for the CEO program and asked that anyone who had a desire to support these young people to contact her.  City Administrator Mr. Johnson said he would get the route to the Alderman at a later date.  The students present were: Evan Miller, Michael Wood, Eli Olsen, Hope Moos, and Joe Ahrens.

Alderman Hoinacki asked to place this on the regular agenda for Tuesday, January 19, 2016.

Resolution: Catholic Schools Week:

This will be placed on the Consent Agenda for Tuesday, January 19, 2016.

Ordinance: Annexation of 1203 Woodlawn Avenue:

City Administrator Mr. Johnson said the owner (Mrs. Becky Werth) was present.  This is to allow a billboard sign to be placed on property owned by Mrs. Werth.  This agreement is contingent on the Zoning Board of Appeal’s approval. 

Alderman Mourning was in favor of approving the annexation but wasn’t crazy about another billboard going up.  Alderman Hoinacki asked to have this placed on the agenda.  Mr. Johnson said this would have to be on the agenda for February 1, 2016.

Ordinance: Amending Liquor License Regulation:

City Administrator Mr. Johnson said the Liquor Commission has already approved this and it is now being brought to the Lincoln City Council.  The Spirited Republic was requesting to approve longer hours of operation for New Year’s Eve for Class D & E.  The ordinance sections that would need to be amended would be 3-7-5 (D) and 3-7-5 (E).

It was agreed to place this on the January 19, 2016 agenda. 

Other Discussion:

American Water Manager Mr. Ferguson said the sewer plant will be purchasing a used utility vehicle to assist with picking up samples and doing other maintenance at the Sewer Treatment plant.  There is money available in the budget purchase a utility vehicle. 

Fire Chief Miller said the new rescue truck was outside for everyone to look at it and it will be on the street for Thursday or Friday.  

Possible Executive Session:             

There was no Executive Session.

Council: Tuesday, January 19, 2016 – 7:00 p.m.     

Committee of Whole:     Tuesday, January 26, 2016 – 7:00 p.m.

Alderman Hoinacki made a motion to adjourn the meeting and Alderman Horn seconded it.  There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 7:31 p.m.
