Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, January 26, 2016. 

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs). Also present were American Water Manager Mr. Ferguson, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, Street Superintendent Mr. Landers, and Police Chief Adams.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public Participation.

Request to Permit – Abraham Lincoln 5K Markings:

Eli Olsen said the CEO group were planning to use baseball chalk since it would dissolve within a day.  There will be arrows placed showing where the turns are for the route. 

City Administrator Mr. Johnson said the City could provide barricades.  Alderman Bauer said her CEO, Hope is the one that is planning.  Fire Chief Miller said he has green cones they could use for the route if there are weather issues. 

This will be placed on the Consent agenda for Monday, February 1, 2016.

Request to Permit – Route 66 Garage Sale:

The Route 66 Garage Sale will be held June 10, 11, 12, for 2016. 

This will be placed on the Consent Agenda for Monday, February 1, 2016.

Request to Permit – Railsplitter Antique Club Cruise-In Dates:

This will be held May through September on the 4th Saturday of each month.  This does not include August. 

This will be placed on the Consent Agenda for Monday, February 1, 2016.

Farm Lease – Kent Cross:

City Administrator Mr. Johnson said the farm tenant Mr. Cross would like to continue as farm tenant for another year.  Alderman Parrott asked why they weren’t doing a multiyear contract.  Mr. Johnson said they could do a multiyear but this is a way to keep track of what is going on with farm leases.

This will be placed on the regular agenda for Monday, February 1, 2016.

Logan County Joint Solid Waste Agency Proposal for Increased Assessment:

City Administrator Mr. Johnson said the increase is for the next fiscal year.  There are some proceeds from the recyclables.  This agreement is good through fiscal year 2017.  The weight of the collection from Lincoln has been flat.  The City is currently paying $4.00 per head in the City of Lincoln.  This is done for recycling efforts and affects the entire county. 

Alderman Mourning said he currently pays $60.00 per year for his curbside recycling.

Alderman Welch wanted to hold off to have more discussion.  Alderman Bauer was in agreement that more discussion was needed and would like Ms. Rohlfs to come to a meeting to have more discussion. 

Other Discussion:

Alderman Hoefle wanted to know how you put things on the agenda.  City Administrator Mr. Johnson said he places items on the COW Agenda and said the City Council members decide whether or not it should go on the voting agenda.  Alderman Hoinacki said this is a good time to have that discussion.  Alderman Bauer said there is an appointed official’s workshop that has a book with information in it as well. 

Possible Executive Session:             

   There was no Executive Session. 

Upcoming Meetings:

Council: Monday, February 1, 2016 – 7:00 p.m.     

Committee of Whole:     Tuesday, February 9, 2016 – 7:00 p.m.

Alderman Horn made a motion to adjourn the meeting and Alderman Hoinacki seconded it.  There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 7:33 p.m.
