Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, February 16, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs). Also present were AMC Manager Mr. Ferguson, Police Chief Adams, Fire Chief Miller, and Building and Safety Officer Mr. Lebegue.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

A moment of silence was given in honor of the death of Supreme Justice Antonin Scalia.  Mayor Neitzel led the Pledge of Allegiance. 

Presentation from Community Action Partnership

Ms. Allison Rumler-Gomez, Executive Director of Community Action Partnership discussed the jobs for life program.  Galen Wright is a mentor and his granddaughter went through the jobs for life program.  Ms. Katie Alexander had a handout for the Council.  Ms. Rumler-Gomez said the entitlement programs are paid by the residents of Logan County.  They teach budgeting, how to prepare resumes, interview skills, and they have faith partners.  They were asking the City of Lincoln to partner with them.

Public Participation:

Mrs. Wanda Rohlfs was present to discuss the electric aggregation and said she had sent emails to each of the Aldermen.  She also had questions regarding the City Administrator’s contract in Section 9 (Termination) and Section 10 (Severance) and felt these two items were too much for the citizens. 

Alderman Bauer said the electric aggregation is only going to happen if the prices are suitable.  Alderman Mourning said you don’t have to opt in.  Everyone will receive a letter asking if they want to opt out.  ICCAN is the company that is doing the bidding process.

Ms. Roxanne Rude wanted the City to delay the vote.  She felt this was being rushed. 

Alderman Bauer said the Council is very mindful when they are making money decisions.

Mayor Neitzel called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Alderman Horn moved to approve the Consent Agenda payment of bills and Alderman Bauer seconded it.  There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.

Ordinances and Resolutions

Resolution #2016-314 authorizing a municipal fee of .001/kwh to be established as part of electric aggregation program for the City of Lincoln

Alderman Hoinacki moved to approve and Alderman Mourning seconded it.  There were four yeas (Alderman Bauer, Alderman Hoinacki, Alderman Mourning, and Alderman Parrott), three nays (Alderman Hoefle, Alderman Horn, and Alderman Welch), and one absent (Alderman Tibbs); motion carried.

Bids:

There were no Bids to come before the City Council.

Reports:

City Treasurer gave an oral report for January 2016, and a copy is on file.

City Clerk Report for January 2016 is on file.

Department Heads Reports for January 2016 (Reports on file are Lincoln Fire Department, Lincoln Police Department, and American Water)

New Business/Communications:

Approval of Fiscal Year 2017 Logan County Joint Solid Waste Agency Funding Proposal

Alderman Welch moved to approve and Alderman Hoinacki seconded it.  There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.

Approval of revised Agreement with City Administrator

Alderman Bauer moved to approve and Alderman Hoinacki seconded it.  There were four yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, and Alderman Mourning), two abstentions (Alderman Hoefle and Alderman Welch), one nay (Alderman Parrott), and one absent (Alderman Tibbs); motion approved.

Other Discussion:

City Administrator Mr. Johnson thanked the City Council for the vote on the contract tonight. 

Mayor Neitzel said on Sunday, February 21, 2016 from 5:00 p.m. to 8:00 p.m. St. John United Church of Christ for outreach and publicity the funds will be to help purchase the NARCAN kits for First Responders to use in case of a suspected overdose at Culvers. 

Mayor Neitzel said on Saturday, February 20, 2016 a blood drive will be held at the Community Health Fair at the Rec Center from 10:00 a.m. to 1:00 p.m.

Mayor Neitzel said there would be a blood drive at Abraham Lincoln Memorial Hospital on Monday, February 22, 2016 from 11:00 a.m. to 3:00 p.m. at the Steinfort Conference Room A & B.

Mayor Neitzel said she walked the Lincoln Land CEO 5K in 50 minutes.  Alderman Hoefle said for a first time run it was one of the best orchestrated runs he had seen in Lincoln.  There were almost 80 participants.  Mayor Neitzel was very proud of the CEO program participants.  Alderman Mourning said each of CEO participants will receive seed money for their startup businesses.

Alderman Horn moved to adjourn the meeting and Alderman Hoinacki seconded it. There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.

The City Council Meeting was adjourned at 8:13 p.m.
